May 19, 1993 REVENUE MEMORANDUM ORDER NO. 29-93 SUBJECT : Submission of Briefing Paper for Past Performance TO : All Revenue Regional Directors, All Revenue District Officers 1. Background The performance efficiency of every head of office in charge with the implementation of the revenue laws is determined by his ability to review what he has done and to develop plans to improve on his past performance. In order that the Regional Directors and the Revenue District Officers who are directly in charge with planning, managing, supervising, directing and coordinating the operations and activities for tax administration, they should develop their own implementation programs/projects within their areas of authority and responsibility and within the framework of existing policies and procedures. cd i 2. Contents of the Briefing Paper Review of past performance should include, not only the accomplishments in terms of how much was collected but also what programs and projects were developed to implement the Tax Administration Program in 1992 and for the period from January 1 to May 31, 1993. The BP should describe, by way of short statements, such programs and what results were accomplished by each program. 3. Problem Identification. Each Regional Director and Revenue District Officer should likewise state the problems which he has encountered in the course of the performance of his managerial and supervisory duties and how he resolved or intends to resolve such problems. 4. Action Plan for July 1 - December 31, 1993 An Action Plan should be developed and submitted stating how performance will be improved. The Plan should embody specific measures and proposals for improving the administration of the revenue laws and regulations at the regional level (for the Regional Director) and at the district level (for the Revenue District Officer), as well as methods of how, the proposed measures will be implemented. The Regional Director should conduct strategic planning sessions with his staff and RDOs from June 1 to June 20, 1993. acd 5. Timetable. To avoid delay, the Briefing Paper should be transmitted directly to the Chief Planning and Research Division not later than June 20, 1993, for evaluation and consolidation. 6. Performance Evaluation The performance of each Regional Director and Revenue District Officer shall be evaluated on the basis of how efficiently and effectively he implements his Action Plans covering the period from July 1 - December 31, 1993 designed to meet his revenue goals.
