July 11, 1974 REVENUE MEMORANDUM ORDER NO. 29-74 SUBJECT : Amendment to Revenue Memorandum Order No. 23-74 Creating ad hoc Committee to Supervise the Surcharging of BIR Strip Stamps in the Accountable Forms Division TO : All Internal Revenue Officers and Others Concerned In order to preserve intact the internal controls in the surcharging of strip stamps and to obviate any possible buck-passing among the three committee members and to conform with the third paragraph and make clear the avowed intent of Revenue Memorandum Order No. 23-74, which is to institute adequate safeguards in the surcharging of internal revenue strip stamps, the penultimate paragraph of said memorandum order is hereby amended to read as follows: "In no case shall the surcharging be made unless the other two (2) members are present together with the Chief of the Accountable Forms Division, or his authorized representative."
