August 12, 1986 REVENUE MEMORANDUM ORDER NO. 28-86 SUBJECT : Submission of Personal Data Sheets (PDS) by Chiefs of Branches and Revenue Enforcement Officers of the Bureau TO : Assistant Commissioners, Regional Directors, Division Chiefs, Revenue District Officers, Chiefs of Branches, Revenue Enforcement Officers and Others Concerned Objective: In line with the Bureau's thrust for effective personnel administration, this Order aims to ensure the maintenance of an updated and accurate data base of all employees of the BIR pursuant to a speedy, systematic and equitable disposition of promotions, assignments and other related matters. This undertaking forms part of a continuing process to achieve an effective manpower planning and development program that would ensure the upgrading of personnel quality and image. Guidelines: The data gathering module in the establishment of a personnel data base shall be phased accordingly. Phase I shall cover all Chiefs of Branches and Revenue Enforcement Officers while Phase II, which shall commence after three months, shall include all other employees. Instructions: For Phase I of the data gathering stage, the following instructions are hereby set forth: cd i 1. All Revenue Enforcement Officers and Chiefs of Branches are strictly required to accomplish the Personal Data Sheets (BIR Form 2311, as attached) within 5 days from receipt from your respective Offices. Certify this PDS as to correctness and submit the same to your respective head of office as specified below: a) To the Chief of Division in the case of Revenue Enforcement Officers assigned in the National Office; b) To the Revenue District Officer, in case of Revenue Enforcement Officers assigned in Revenue District Offices; c) To the Assessment Branch in case of Revenue Enforcement Officers assigned at the assessment Branch; d) To the Regional Director in case of Chiefs of Branches; e) To the Head of any Unit or Office in case of Revenue Enforcement Officers in the National and Regional Offices not mentioned in a, b, c, and d. 2. The aforementioned Heads of Offices are then required to submit the collected accomplished Personal Data Sheets to their respective Services in the case of Division Chiefs in the National Office and to the Regional Directors in the case of Revenue District Officers and Chiefs of Branches, and, thereafter, are required to transmit the consolidated accomplished Personal Data Sheets to the Chief, Personnel Division, BIR, National Office, given the following deadlines: a) Service Chief in National Office - within 2 days; b) Regional Directors of Revenue Regions 3-A, 3-B, 4-A, 4-B, and 4-C within 5 days; c) Regional Directors of other Revenue Regions - within 10 days Strict compliance to the herein memorandum is required.
