Installation of Suggestion Boxes in the National Office Building

September 20, 1978 REVENUE MEMORANDUM ORDER NO. 28-78 SUBJECT : Installation of Suggestion Boxes in the National Office Building TO : All BIR Officials and Employees and Others Concerned The improvement of tax administration in terms of efficiency and economy and the enhancement of personnel welfare should be a continuing concern of all our officials and employees. In order to enable them to participate and get directly involved in this endeavor, SUGGESTION BOXES which are properly identified, have been installed in strategic places in the National Office Building where they can drop their written ideas, suggestions or complaints touching on but not necessarily or exclusively confined to the following matters: 1. Issuance, amendment, revision or repeal of any tax decree, regulation or ruling. 2. Promulgation, amendment or repeal of any administrative issuance regarding policies, programs or procedures affecting tax assessment, collection and enforcement as well as personnel administration. 3. Measures that may be adopted to effect economy and obviate anomalies in the printing of forms and acquisition or use of office supplies, materials, equipment and facilities. 4. Corrupt practices and measures to eliminate them. 5. Discourteous, irregular and/or arrogant behavior of BIR officials and employees, including un-wholesome habits such as gambling, intemperate drinking and ostentatious living. 6. Measures for improving the sanitation, cleanliness and security of the building and its immediate premises. 7. Measures that will contribute to the health and general well-being of BIR personnel, including the proper operation of the Employees Canteen and the Executive Lounge. Every idea, suggestion or complaint must bear the signature of the author who may be requested, if and when necessary, to elaborate, clarify, explain or shed further light (confidentially if he wants) to allow for more intelligent action thereon by those who may be called upon to do so. For this purpose, a Committee shall be created to sort the complaints, suggestions and ideas culled from these Suggestion Boxes and take the necessary action thereon by referring them to the appropriate office, division or unit having jurisdiction over the matter, or filing them away if, in the opinion of the Committee, further action thereon is no longer warranted. However, important suggestions or comments, particularly those affecting the integrity of the service, or matters involving policy, shall be brought to the immediate attention of the Commissioner. In any case, the Commissioner of Internal Revenue shall be furnished with a copy of the action taken by the said Committee. In this connection, it may be mentioned that under our Civil Service law and regulations, the head of Agency is authorized to incur whatever necessary expenses involved in the honorary recognition of subordinate officers and employees who by their suggestions contribute to the efficiency, economy, or other improvement of government operations.
