Seminar on the Control of Dockets, Accounts Receivable Inventory and Collection Enforcement Procedures

June 7, 1990 REVENUE MEMORANDUM ORDER NO. 27-90 SUBJECT : Seminar on the Control of Dockets, Accounts Receivable Inventory and Collection Enforcement Procedures TO : All Internal Revenue Officers Concerned Due to promotion, reshuffling, and retirement of collection personnel, the procedures for controlling the accounts receivable inventory and their dockets, as well as the methods of reporting of the status of the same have been found wanting. This is evidenced by the reports received where the standard account titles and aging of accounts are improperly used by some collection branches or by some collection units. Speedy retrieval of dockets is often found difficult to achieve at a short time, because the devices for accounts control system are not properly used, or even in some cases, accounts control devices prescribed in revenue issuances are not being followed. In view thereof, and pursuant to the request of the Revenue Regional Directors, a seminar shall be held on the "Control of Dockets, Accounts Receivable Inventory, and Collection Enforcement Procedures" to be conducted by the Collection Service in every Regional Office. Mr. Themistocles R. Montalban or his alternate shall head the National Office team, which shall include no less than three (3) under studies. cdt The participants of this seminar shall be the Chiefs of Assessment, Legal, Collection and Administrative Branches and/or their assistants, the Revenue District Officers or their Assistant Revenue District Officers, the District Collection Supervisors, selected personnel involved in the actual preparation of the General Control Ledgers, and Revenue Enforcement Officers assigned to enforce collection thru summary remedies. The handouts which were given to the Chief Collection Branches and Collection Supervisors during the Regional Conferences held by former Commissioner Bienvenido Tan should be brought to the seminar, for checking whether the handouts previously distributed are actually kept and followed by them.
