October 23, 1987 REVENUE MEMORANDUM ORDER NO. 27-87 SUBJECT : Assistant Commissioner and/or Revenue Service Chiefs to be Assigned from Time to Time to Handle Specific Speaking Engagements TO : All Internal Revenue Officers and Others Concerned In order that the Commissioner and the Deputy Commissioners may be relieved of the increasing burden of speaking engagements before various business, civic and other social groups and associations, and in order that they can devote more time to the more important executive functions, all Assistant Commissioners and/or Revenue Service Chiefs will be assigned from time to time to handle specific speaking engagements. Exposure of the Assistant Commissioners/Revenue Service Chiefs to speaking engagements will broaden their perspectives and will enhance their effectiveness in performing their executive functions. Accordingly, every Assistant Commissioner and/or Revenue Service Chief should prepare and develop himself in order that he can effectively communicate the tax enforcement and implementation policies of the Bureau of Internal Revenue to the taxpaying public.
