Monthly Collection Goals of Revenue District Offices for CY 1989

May 10, 1989 REVENUE MEMORANDUM ORDER NO. 26-89 SUBJECT : Monthly Collection Goals of Revenue District Offices for CY 1989 TO : All Internal Revenue Officers and Others Concerned I. OBJECTIVE This Order prescribes monthly collection goals to all Revenue District Offices for CY 1989. This has three (3) purposes: 1) To synchronize the regional and national targets. 2) To serve as guide in the attainment of the BIR collection target. 3) To facilitate monitoring of the collection performance of the Bureau. casia RATIONALE In previous years, the monthly regional/district goal allocation were done at the regional level independent of the overall monthly goals set at the National Office. This procedure created difficulties in measuring the collection performance of field offices because of the divergent monthly collection figures. The monthly goals computed in the National Office did not tally with the monthly collection targets prepared in the Regional Offices because of the different methods in allocating the monthly goals. To avoid this problem as well as to comply with the requirements of the Secretary of Finance to submit monthly accomplishment report for monitoring purposes, the need for the Central Office to assign monthly collection goals to the district offices becomes imperative. II. PROCEDURE IN ALLOCATION OF MONTHLY COLLECTION GOAL The monthly allocation used a computerized model on seasonality indices registered from CY 1983 to CY 1988 (tentative). Similar models were used for each type of tax. The model computes the average monthly collection for the years considered and relates them to the annual goal set. The resulting indices determine the amount of goal that could be set for each month of the year. III. ALLOCATED MONTHLY COLLECTION GOAL, BY REVENUE DISTRICT OFFICE The monthly collection goals for each revenue district office for CY 1989 are shown in the attachments. These shall be final, subject to adjustment only after the first quarter and with the approval of the Commissioner of Internal Revenue. IV. EFFECTIVITY This Order shall take effect immediately.
