August 22, 1978 REVENUE MEMORANDUM ORDER NO. 24-78 SUBJECT : Prescribing the Wearing of the New Sets of Uniform for 1978 by All Lady Officials and Employees of the Bureau of Internal Revenue TO : All Lady Officials, Employees and Others Concerned Pursuant to Memorandum Circular No. 658 dated August 23, 1973 of the Office of the President, new sets of uniforms are hereby issued to all lady officials and employees of this Bureau, which are described as follows: A. Description (See attached sketch) cdt 1. Vest Material Alfa Gabardine Color Bluish Gray Style Collarless, sleeveless with square cut armhole; straight cut body with shirred set-in yoke and two buttons 2. Skirt Material Alfa Gabardine Color Bluish Gray Style Straight with box pleats in the middle and 4 buttons 3. Inner Material Pongee Blouse Color Printed yellow Printed pink Style Sports collar, tailored sleeves with 1-1 inch cuff and tailored seams B. No . of sets to be issued : 2 vests 2 skirts 1 printed yellow inner blouse 1 printed pink inner blouse C. Manner of Wearing : 1. The three (3) piece ensemble shall be worn from Monday to Friday. 2. The pink inner blouse shall be worn on Mondays, Wednesdays and Fridays only, while the yellow inner blouse shall be worn on Tuesdays and Thursdays only. For the designated days, no interchange of colors for said inner blouses will be tolerated. 3. The inner blouse shall always be tucked-in and under no instance should the same be worn over the skirt. 4. The length of the skirt should always be below the knee but should not be more than 2 inches. D. Manner of Distribution : 1. For Ready-Made Uniforms : All lady officials and employees of the Central Office shall be measured individually by the Authorized BIR uniform makers and the finished uniform sets shall be sent to them through a lady official or employee who shall be designated to take charge of the distribution of said uniform, as follows: a) Central Office including DPC lady employees; b) Revenue Region No. 4-A, Manila (excluding Revenue District Office No. 26, Romblon and Revenue District Office No. 27 Puerto Princesa; c) Revenue Region No. 4-B, Quezon City 2. For Uniform Materials Only : For the other Revenue Regional Offices, the uniform materials shall be sent to the Regional Director who shall designate an official to take charge of said distribution and see to it that the finished uniform is in conformity with the specifications set-forth. To insure uniformity, only one or two reliable dressmakers should be engaged for the purpose. E. Exceptions : Pregnant female employees shall not be required to wear the uniform after the third month of their pregnancy. F. Prohibition : All female officials and employees are prohibited from introducing individual innovations or deviations on the uniform with respect to style, design, color and/or material. Any additional set that may be ordered and tailored by other dressmakers shall likewise be in conformity with the prescribed uniform. G. Responsibility : 1. All supervisors from Service Chiefs, Head Executive Assistants, Revenue Regional Directors, Division Chiefs, Branch Chiefs and Revenue District Officers shall be responsible for the proper observance of the provisions of this Revenue Memorandum Order and shall likewise be held answerable for failure to compel the subordinates in their respective offices to observe the provisions of said Order. He shall submit a bi-weekly report to the Assistant Commissioner of Internal Revenue, indicating therein the number of times the employee violated the regulations on the wearing of uniforms. 2. The Chief, Internal Security Division, shall be responsible for the enforcement of the provisions of this Order. He shall require his men to conduct periodic spot-checking and surveillance to determine those violating the provisions of this Revenue Memorandum Order. Where there are female security guards on duty, their assistance should be solicited. 3. All violations of these regulations shall be subject to the Civil Service Rules and Regulations on administrative cases. Strict compliance with the requirements of this Revenue Memorandum Order by all concerned is hereby enjoined and any violation shall be administratively dealt with.
