August 22, 1972 REVENUE MEMORANDUM ORDER NO. 24-72 SUBJECT : Publishing Department Order No. 49-72 of the Honorable, the Secretary of Finance Dated August 7, 1972 TO : All Internal Revenue Officers and Others Concerned For the information, compliance and guidance of all internal revenue officers and others concerned there is quoted hereinbelow Department Order No. 49-72 of the Department of Finance dated August 7, 1972: "DEPARTMENT ORDER NO. 49-72 "In order to improve the security of the Department of Finance Building and to prevent unfortunate incidents that happened in the past, the following security measures should be observed by the officials and employees holding office in the Department of Finance Building: "1. All officials and employees of the Department of Finance and the Bureau of Internal Revenue holding offices at the Department of Finance Building shall be provided with Identification Cards capable of being attached to their attire. Said officials and employees shall wear such Identification Cards at all times while inside the Department of Finance Building. "2. No person shall be allowed to loiter in the corridors of the Department of Finance Building. Security guards should ask any and all persons found loitering and assist them in locating the offices or persons they want to see. If they have no such purpose, they should be politely but firmly requested to leave the premises. "3. All divisions and offices housed in the Department of Finance Building should each be provided with a record book to register the names, addresses and/or offices or schools and nature of business of visitors. "4. No person without the prescribed Identification Card shall be allowed to enter or stay within the premises of the Department of Finance Building before 8:00 A.M. and after 5:00 P. M. "5. Division Chiefs and heads of staffs or units should check all doors and windows of their respective rooms to see if they are well secured and locked before they leave after office hours and they should see to it that no personnel except those authorized are left in the room. Suspicious looking bags or other packages found inside the room should be opened to determine their contents. Where personnel are authorized to work after office hours, one of them should be specifically authorized in writing and held responsible for securing the premises before he leaves. "6. All doors and windows should be checked and rechecked by the security guards on duty after office hours. "7. Utmost discretion should be exercised by the Chiefs of Divisions and the personnel thereof in pursuing or enforcing the provisions of this Department Order in order not to offend visitors and other persons who are legitimately conducting official business in the Department of Finance Building and the bureaus and offices under it. "8. A list of telephone numbers where heads of offices, divisions or units can be reached at any and all times should be left with the Desk Officer of the Security Guards. Said telephones should be called only in cases of emergency and said telephone numbers should not be made available to anyone except the key officials of the Department of Finance and the Bureau of Internal Revenue.
