March 9, 1966 REVENUE MEMORANDUM ORDER NO. 24-66 SUBJECT : Publishing Reported Cases of Falsified Revenue Official Receipts (BIR Form No. 25.24) TO : All Regional Directors, Chief Revenue Officers, Revenue Collectors and Other Internal Revenue Officers There are cases of falsified revenue official receipts (BIR Form No. 25.24) reported to this Office wherein the amount appearing on the original of the receipts issued to the taxpayers does not tally with that appearing on the duplicates thereof retained in the possession of the issuing officer. These are clear cases of malversation of public funds thru falsification of public documents and are punishable criminally and administratively. In view hereof, Regional Directors, Chief Revenue Officers, Revenue Collectors and other internal revenue officers are hereby directed to be on the look-out for such falsified receipts and to report the existence thereof immediately to this Office for action, taking preventive steps or measures, at the same time, to discourage further commission of such fraudulent acts. Officers and employees of this Bureau who shall be found guilty of the acts spoken hereof shall be dealt with severely.
