April 22, 1964 REVENUE MEMORANDUM ORDER NO. 24-64 SUBJECT : Intensified Anti-Smuggling Campaign TO : All Regional Directors, Chief Revenue Officers and Others Concerned In order to carry out the policy enunciated by the President, relative to smuggling, you are hereby instructed to conduct an intensified drive against smugglers, possessors, owners, distributors, dealers and vendors of smuggled articles, particularly "blue seal" cigarettes using for this purpose the fieldmen assigned to the Alcohol and Tobacco Tax Branch and the Revenue Inspectors assigned to the Revenue District Offices. To achieve uniformity in the campaign the following procedures should be observed: 1. The officials concerned should be required to conduct a campaign in their respective areas against those dealing in smuggled articles. 2. If there is lack of man-power to conduct the campaign, necessary arrangements should be made to enlist the support and cooperation of the local police and PC men in their respective station towns. 3. All smuggled articles turned over by other police agencies should be immediately acknowledged and the corresponding receipt issued. 4. A telegram through the Bureau of Telecommunications or through the National Civil Defense Administration if there are (NCDA) facilities in the station town, should be sent to the National Office informing the latter of all apprehensions made and those turned over by other police agencies. The telegram should contain the nature of the smuggled articles apprehended or turned over, the quantity, estimated market value and present status. It should be sent as often as once a day depending on the apprehensions and/or receipt of smuggled articles. A weekly summary report in detail of those covered by the telegrams should likewise be submitted to the National Office. 5. Gather data and information which may help in the apprehension of smuggled articles. For this purpose, the Chief Revenue Officer should instruct the Collection Agents or Cash Clerks under his jurisdiction to report to him any information which involves smuggled articles and to take appropriate action accordingly. Such information should be communicated to the National Office for the information and corresponding action of the office. cdtech Immediate compliance with the provisions of this Revenue Memorandum Order is strictly enjoined.
