August 7, 1996 REVENUE MEMORANDUM ORDER NO. 23-96 SUBJECT : Creation and/or Revision of Alphanumeric Tax Codes of Revenue Sources For Proper Classification of Taxes TO : All Collection Agents, Revenue District Officers and Other Internal Revenue Officers Concerned I. Objective: In order to facilitate identification and monitoring of certain taxes pursuant to selected sections of revenue issuance and the NIRC, the following ATCs are hereby created, revised and dropped. KIND OF TAXES ISSUANCE ATC A. Creation of new ATCs a) Miscellaneous Taxes TIN Card Fees RR No. 2-96 MC 090 b.) Excise Tax Petroleum Basestocks of lubricating Section 145(1) XP 190 oils and greases, high of NIRC vacuum distillates, aromatic extracts and other similar preparations, and additives. B. Revision/Correction of ATC Excise Tax on: 1) Petroleum: e) Denatured alcohol to be RMO NO. 2-96 XP 050 used for motive power 2) Tobacco: g) Cigarettes packed by RMO No. 2-96 XT 070 machine, not exceeding P4.80/pack Value-Added Tax: i) Franchise holders of RMO No. 42-94 From : VB 110 Telegraph To : VB 109 The ATC on telegraph is now integrated with telephones to read as : Telephones/Telegraph VB 109 ii) Operators of Tourist Buses RMO No. 42-94 From : VB 104 To : VB 103 The ATC for taxicab/utility cars is now integrated with tourist buses to read as: Operators of VB 103 taxicab/utility cars/tourist buses C. The following ATCs are hereby dropped a) VAT on franchise holders of RMO No. 42-94 VB 110 telegraph b) VAT on operators of tourist RMO No. 42-94 VB 104 c) Qualifying fees from PAGCOR RMO No. 40-93 MC 070 II Repealing Clause: This order revises portions of all other issuances inconsistent herewith.
