April 8, 1994 REVENUE MEMORANDUM ORDER NO. 23-94 SUBJECT : 1994 "Handang Maglingkod Project" TO : All Revenue District Officers and Other Internal Revenue Officers Concerned I. BACKGROUND: The "Handang Maglingkod Project" (HMP) competition was launched in 1990 pursuant to Revenue Memorandum Order (RMO) No. 12-90. The same program was relaunched in 1992 pursuant to RMO No. 43-92. cd i This project is a competition among all Revenue District Officers (RDOs) relative to the development and institution of the most effective taxpayer service campaign within their areas of jurisdiction. Each RDO is given the flexibility to initiate/implement tax information programs and to conduct whatever activity/strategy directed towards providing an efficient taxpayer service. The implementation and judging of this competition was done in coordination with a number of business and professional associations. The same program and competition shall be implemented this year. The duration of competition shall continue throughout the tax filing season and shall conclude before the BIR Anniversary in August, 1994, where the awarding of winners shall be made. II. GUIDELINES: A. PHASES OF HMP COMPETITION : 1. Regional Phase - One RDO winner shall be selected for each Revenue Region (RR), or a total of 19 RDO winners. 2. National Phase - One RDO winner shall be selected for each of the following: 2.1. Luzon - to be selected from RDO winners of RRs 1, 2, 3, 4, 9 and 10. 2.2. Visayas - to be selected from RDO winners of RRs 11, 12, 13, and 14. 2.3. Mindanao - to be selected from RDO winners of RRs 15, 16, 17, 18 and 19. 2.4. Metro Manila - to be selected from RDO winners of RRs 5, 6, 7, and 8. The regional judging shall be done not later than June 15, 1994 and the national judging shall be done not later than July 15, 1994. acd B. BOARD OF JUDGES : The Regional Phase shall be judged by a Board composed of the corresponding BIR Regional Director as the Chairperson and the designated representatives of the local Integrated Bar of the Philippines (IBP), Philippine Institute of Certified Public Accountants (PICPA) and Philippine Chamber of Commerce and Industry (PCCI) as members. The National Phase shall be judged by a Board composed of officials designated by the Commissioner of Internal Revenue, including the Presidents of IBP, PICPA and PCCI. C. BASIS OF JUDGING : The criteria for judging with the corresponding indicated weights shall be the following: 1. Results of performance of the 20% RDO as prescribed in RMO No. 7-94 and the operation of its Taxpayer Service Counter as prescribed in RMO No. 12-94. The highlights of the accomplishments and activities of the RDO shall be reported by the RDOs to the Public Information and Education Division (PIED) thru the Regional Directors not later than the 10th day of the following month. The format prescribed in Annex B of RMO No. 7-94 shall be used for this purpose. 2. Documented commendations, news 20% clippings, pictures and reports of activities, etc. The aforementioned documents shall be submitted to the Management Performance Teams that will conduct the performance audit during the first half of 1994. 3. Results of management performance 30% audit to be conducted by the National office. 4. Results of evaluation and interview 30% by designated officials and representatives of IBP, PICPA and PCCI. D. SECRETARIAT FOR HMP COMPETITION : A secretariat shall be created to coordinate the activities relative to the judging, performance audit and awarding matters. aisa dc III.
