May 18, 1990 REVENUE MEMORANDUM ORDER NO. 23-90 SUBJECT : Energy Conservation Measures TO : All BIR Officials and Employees Memorandum Circular No. 17 dated May 2, 1990, of the Office of the President as implemented by the Guidelines issued May 9, 1990 by the Executive Director, Office of Energy Affairs provide measures for conserving energy. These include: 1) Daylight Saving Time (DST). acd This takes effect May 21 until August 31, 1990. 2) Use of lights in government offices. Except those lights used for security, safety, and overtime work authorized by the Commissioner, all lights shall be turned off from 12:00 noon to 1:00 p.m. and not later than one hour after closing time. 3) Air-Conditioning. 3.1 Air conditioning units shall be turned off from 12:00 noon to 1:00 p.m., and thirty (30) minutes before closing time. 3.2 The central air conditioning system shall be turned off twenty (20) minutes before closing time. To monitor the above measures on lighting and air conditioning, the following committee in the Central Office is hereby formed: Chairman Authorized representative, Internal Security Division Member Authorized representative (Security Guard or Intelligence Officer), Intelligence & Investigation Office. Member Authorized representative, Bolinao Security Unit, BIR The Regional Directors shall organize their respective monitoring teams for the implementation of the foregoing measures. cd i This Order takes effect immediately.
