July 2, 1981 REVENUE MEMORANDUM ORDER NO. 23-81 SUBJECT : Issuance of New Identification Cards to All Internal Revenue Officials and Employees TO : All Internal Revenue Officers, Employees and Others Concerned I. Purpose To strengthen and improve the security and control over the Bureau's identification card system, a new procedure in the issuance of identification cards to all internal revenue officials and employees is hereby promulgated. II. Administration of I . D . issuance The Personnel Division, being the office charged with the administration of personnel matters, shall be responsible for the issuance of identification cards. For security reasons, the I.D. machine will be under the custody of the Chief, Intelligence Division, who will coordinate with the Chief, Personnel Division, in the preparation and issuance of employee's I.D. cards. Accordingly, all existing records in the General Services Divisions pertaining to identification cards shall immediately be transferred to the Personnel Division. III. Description of BIR Identification Cards The new BIR identification card is 83 mm x 59 mm (3) (" x 2 5 /16 m ) in size; it is composed of PVC plastic layers heat welded into a solid but flexible and pliant unit. Directly engraved on the face of the plastic card are the BIR employee's black and white photo, name, signature, I.D. Number, and the Signature of the Commissioner over his printed name. The emblem of the BIR and the heading, BUREAU OF INTERNAL REVENUE, is printed on the upper portion of the I.D. On the reverse side of the card are special writing panels for the Deputy Commissioner's signature and data of issuance. This side also contains the information shown on the facsimiles of the BIR Identocards in Annex "A" hereof. The BIR emblem appears on the center of the card when subjected against direct light, a security feature similar to the security watermark found on paper money bills. A gray micro-printing of the words "VOID VOID VOID" appear under the writing panel when erasure is made. IV. Manner of Issuance - A. The present BIR Form Numbers assigned to I.D. Cards shall be used and shall be issued as follows: BIR FORM NO. FOR ISSUANCE TO COLOR CODE Rev. No. 1.01 Personnel enumerated Red under paragraph B hereof Rev. No. 1.01A Personnel enumerated Blue under paragraph C hereof B. The following personnel shall be issued I.D. card BIR Form No. 1.01: 1. Revenue Service Chiefs, Assistant Revenue Service Chiefs, Regional Directors, Assistant Regional Directors; 2. Chiefs and Assistant Chiefs of the Divisions under the Sector Operations Office, the National Assessment Office, and the Specific Tax Service; 3. Revenue Examiners, Senior Revenue Examiners and Supervising Revenue Examiners assigned in the Divisions mentioned in No. 2 above and those detailed in other units in the Central Office who are authorized to examine taxpayer's books of accounts; 4. Chiefs and Assistant Chiefs of Assessment, Specific Tax and Collection Branches in Regional Offices; 5. Revenue District Officers and Assistant Revenue District Officers; 6. Revenue Examiners, Senior Revenue Examiners and Supervising Revenue Examiners in the Assessment Branches of Regional Offices and in Revenue District Offices; 7. Revenue Inspectors, Senior Revenue Inspectors, Supervising Revenue Inspectors, Tobacco Inspectors, Senior Tobacco Inspectors and Supervising Tobacco Inspectors; 8. District Revenue Collection Supervisors and Revenue Seizure Agents. C. I.D. Card Form No. 1.01A shall be issued to the following: 1. All other officials and employees holding permanent appointments who are not included in the above enumeration; 2. Temporary, contractual and casual employees; 3. Personnel on detail from other government agencies who have been expressly authorized by those agencies to be assigned temporarily in the Bureau. V. Authentication of I . D . Cards Identification cards shall bear the facsimile of the signature of the Deputy Commissioner who has jurisdictional supervision over personnel administration, duly initialed by the Chief, Personnel Division. VI. General Rules All BIR employees, whether permanent, temporary, contractual or casual, including personnel on detail in the Bureau, are required to wear their I.D. cards within the Office premises at all times. No employee shall be allowed entry into the BIR building unless he/she is wearing his/her I.D. card. I.D. cards shall be revalidated as often as the need arises, and for every change in appointment, I.D. cards for revalidation shall be surrendered to the Personnel Division. Surrendered cards shall be forwarded to the Records Division for final disposal. The I.D. card is accountable property, and its inexcusable loss may be a cause for disciplinary action. Hence, loss of I.D. card should be reported immediately to the Chief, Personnel Division. The money value of a lost I.D. card shall be paid by the employee. VII. Repealing Clause This Order shall supersede all previous orders on the same subject, and all identification cards issued prior to this Order shall be surrendered to the Personnel Division within 10 days from receipt hereof.
