June 11, 1980 REVENUE MEMORANDUM ORDER NO. 23-80 SUBJECT : Delegation of Authority to Regional Directors to strengthen Administrative Capacity for Regional Operations TO : Regional Directors and All Others Concerned Pursuant to Presidential Letter of Instruction No. 448 dated August 18, 1976 and Letter of Instruction No. 895 dated July 25, 1979, the following administrative powers are hereby delegated to the Regional Directors of the Bureau of Internal Revenue: casia 1. Exercise appointing authority over original, promotional, re-instatement and casual appointments to positions in the first level which involve non-professional or sub-professional work listed in the attached list marked Annex "A", subject to Civil Service Law and Rules, Letter of Instruction No. 799 and the Revised Merit Promotion Plan of the BIR (RMO No. 16-79). 2. Approve transfer of personnel whose positions are among those listed in Annex "A" within the jurisdiction of their respective Regional Offices. 3. Investigate administrative complaints against employees of the Region and submit appropriate recommendations to the Commissioner. 4. Approve vacation, sick and maternity leave of absences with pay or without pay, for a period not exceeding one (1) year. 5. Prepare and submit budgetary proposals for the Region to the Central Office and administer approved budget of the Regional Office. 6. Authorize disbursements of funds and accordingly approve vouchers for the payment of obligations pursuant to approved financial and work plan. cdt 7. Approve requisitions for supplies and materials after a Supply and Procurement Program is approved by the Central Office. 8. Approve claims for benefits under Sec. 699 of the Revised Administrative Code subject to availability of funds. 9. Approve requests for overtime services. 10. Approve applications of personnel for permission to teach, exercise a profession, engage in business outside of office hours and loans from the GSIS. 11. Issue travel orders authorizing employees to travel on official business within the Region for a period not exceeding thirty (30) days. 12. Approve attendance of personnel in conferences, seminars and training programs within the Region. cd In view of the herein delegated authority, the Personnel Division shall forward the personal records (201 file) and the records of accumulated vacation and sick leave of the personnel assigned in the different Regions. Thereafter, for records and other administrative purposes, the regions shall furnish the Personnel Division with certified copies of approved appointments and travel assignment orders issued by them. When an official or employee is transferred, his personal records (201 file) together with the records of his accumulated vacation and sick leave shall be forwarded to the Regional Office he is transferred to by the Regional Office he is transferred from. Reports regarding the disbursement of funds allotted for the regions shall be submitted monthly to the Accounting and Budget Divisions on the form that will be prescribed by the said Divisions. Reports on materials and supplies purchased shall likewise be submitted monthly to the Property Division on the form the said Division shall prescribe for this purpose. The exercise of the authority herein delegated shall in all cases be subject to the national policies which are now existing or may be promulgated.
