May 28, 1976 REVENUE MEMORANDUM ORDER NO. 23-76 SUBJECT : Prescribing the Wearing of the New Set of Uniform by All Lady Officials and Employees of the Bureau of Internal Revenue TO : All Lady Officials and Employees and Others Concerned Pursuant to Memorandum Circular No. 658 dated August 23, 1973 of the Office of the President, new sets of uniforms are hereby issued to all lady officials and employees of this Bureau, which are described as follows: cdt A. Description (See Attached sketch) 1. Material Alfa Gabardine blazer & skirt Quiana Jersey Inner blouse 2. Color Beige blazer & skirt Jade Green) Inner blouse Old Rose) 3. Blazer Collar sports Sleeve tailored elbow length with 2 inches cuff Body tailored cut with 8 inches down length from waist 3 buttons with button holes 4. Skirt Shape A-Flare (semiballoon) Length below the knee 5. Inner blouse shirred, close necked with bias piping sleeveless with bias piping 6. No. of sets to be issued 2 blazers 2 skirts 1 Jade Green inner blouse 1 Old Rose inner blouse B. Manner of Wearing 1. The three (3) piece ensemble shall be worn from Monday to Thursday. 2. (a) The Old Rose inner blouse shall be worn on Mondays and Wednesdays only, while the Jade Green inner blouse shall be worn on Tuesdays and Thursdays only. No interchange of colors for said inner blouses will be tolerated. (b) For Mondays and Wednesdays (when Old Rose inner blouse is worn), the color of the shoes should be brown. For Tuesdays and Thursdays (when the Jade Green inner blouse is worn), the color of the shoes should be black. 3. The inner blouse shall always be worn over the skirt and under no instance should be the same be allowed to be tucked in. 4. The length of the skirt should always be below the knee. 5. Fridays shall be declared as "Wash Day". All lady officials and employees may wear their old uniform (blue or gold) or civilian clothes on Fridays but under no circumstance should they come to the office in pants or informal get-ups. aisa dc C. Manner of Distribution 1. All lady officials and employees of the Central Office. Revenue Region No. 4-A (excluding RD No. 26, Romblon, Romblon and RD No. 27, Puerto Princesa, Palawan) Manila; Revenue Region No. 4-B, Quezon City and all the RDOs under it; Revenue Region No. 3-A (including RD No. 18, San Fernando, Pampanga); Revenue Region No. 3-B (including RD No. 21, Valenzuela, Bulacan) and Revenue Region No. 4-C (including RD No. 37, San Pablo City) shall be measured individually by the authorized BIR uniform makers and the finished uniform sets shall be sent to them through a lady official or employee who shall be designated to take charge of the distribution of said uniform. 2. The materials for the uniform (including the design) of the other female officials and employees in the different Revenue Regional Offices shall be sent to the highest ranking female official in a region, who shall take charge of the distribution of said materials and see to it that the finished uniform is in conformity with the specifications set-forth above. If possible only one or two good dressmakers should be hired by the regional office to insure uniformity. D. Exceptions Pregnant female employees shall not be required to wear the uniform in the latter part of their pregnancy or five (5) months before delivery. Likewise, female employees who are in mourning are not required to wear uniform, provided they are in the traditional all black dress. If in "media-luto" (not totally black) the lady employee/official is still required to use the prescribed uniform. E. Prohibition 1. Female employees concerned are enjoined from introducing individual innovations or deviations affecting the material, color and design of the prescribed uniform on any additional sets that may be ordered and tailored by other dressmakers. 2. The previous uniforms issued by the Bureau i. e. gold and beige and peacock blue may be worn on Friday only. F. Punitive measures Strict compliance with the requirement of the Revenue Memorandum Order by all concerned is hereby enjoined. Any female employee (regular and casual) who is not in proper uniform will not be allowed to render service and she should be asked to leave the office and marked absent for the day. All supervisors from Revenue Service Chiefs, Revenue Regional Directors down to Division Chiefs, and Revenue District Officers are hereby held responsible for the proper observance by their subordinate lady employees of the provisions of this Order. Repeated violations thereof shall be reported to the Chief, Internal Security Division for appropriate disciplinary action. This Order shall take effect on August 2, 1976. EFREN I.
