May 10, 1974 REVENUE MEMORANDUM ORDER NO. 23-74 SUBJECT : Creating an Ad Hoc Committee to Supervise the Surcharging of BIR Strip Stamps at the Accountable Forms Division Usually, at the time when the shipment of strip stamps under contract from abroad is about to be finished, BIR strip stamps of one class and denominations run short at the Accountable Forms Division, making it necessary to surcharge one class and denominations to another. In this connection, an ad hoc committee is hereby created to supervise the surcharging of the strip stamps to be composed by the following officials: Chairman Assistant to the Commissioner Lauro D. Abrahan Members 1. The Chief, Accountable Forms Division or his authorized representative. 2. The Chief, Accounting Division or his authorizes representative. 3. The BIR Auditor or his authorized representative. The stencil to be used in the surcharging of the strip stamps shall be initialed by the three members of the committee. The three members must always be present at the Accountable Forms Division at all times that the surcharging of the strip stamps is going on. The other two members are requested to coordinate with the Chief of the Accountable Forms Division as to the time and dates of the surcharging. The good stencils when not in used must be kept by the Chief of the Accountable Forms Division. The spoiled stencils will only be destroyed after the recommendation of the committee members has been duly approved, by the chairman. In no case shall the surcharging be made unless either of the other two (2) members is present together with the Chief of the Accountable Forms Division, or his authorized representative. After the surcharging has been finished as authorized by the Commissioner, the committee shall render a report showing therein the quantities, the serial numbers, and to whom the same were issued.
