August 1, 1985 REVENUE MEMORANDUM ORDER NO. 22-85 SUBJECT : Personnel Actions on Promotions and Recruitment TO : All Regional Directors, Revenue Service Chiefs and All Officials Concerned In view of the tremendous work involved in the implementation of the Executive Order of the President providing for an Internal Revenue Career System in the Bureau, and in order to eliminate error in the issuance of reappointments to all employees pursuant to the aforesaid Executive Order, all personnel actions on promotions and recruitment are hereby directed to be suspended until further notice. aisa dc This Order takes effect immediately.
