November 12, 1979 REVENUE MEMORANDUM ORDER NO. 22-79 SUBJECT : Designation of Official to Sign Papers During the Absence of the Commissioner TO : All Internal Revenue Officers, Employees and Others Concerned In order to avoid delay in taking official action on pending papers, especially urgent ones, and thus ensure the smooth functioning of the Office and the unimpeded flow of papers at all times, authority is hereby delegated to Deputy Commissioner Ruben B. Ancheta to sign during my absence or unavailability for any reason, any and all papers being signed by me under existing allocation of functions.
