May 14, 1976 REVENUE MEMORANDUM ORDER NO. 22-76 SUBJECT : Creation of a Committee to Supervise the Surcharging by Mimeograph Machine of Cigarette Strip Stamps for Issuance and Affixture TO : The Chiefs, Accountable Forms and Manufactured Tobacco Tax Divisions, Internal Revenue Officers and Others Concerned The surcharging of cigarette strip stamps is a continuing program administered by the Bureau of Internal Revenue as the need arises and for emergency purposes. In order that this program could be systematized and controlled, a permanent body is hereby created to take charge of the supervision of the surcharging of strip stamps which may be used from time to time to augment the desired denomination for issuance to cigarette factories. The following is the composition of the Committee: Chairman Revenue Service Chief (Administrative) Members The Chief, Accountable Forms Division The Chief, Manufactured Tobacco Tax Division The Chief, Accounting Division The BIR Auditor or his authorized representative The Committee shall promulgate rules and regulations to govern the surcharging and safekeeping of strip stamps and the manner of disposition of the wastage or spoilage incurred in the surcharging.
