May 2, 1974 REVENUE MEMORANDUM ORDER NO. 22-74 SUBJECT : Creating the Executive Committee and the National Implementation and Coordination Committee for the Enforcement and Implementation of Presidential Decree No. 370 and Presidential Decree No. 379 as amended by Presidential Decree No. 417 TO : All Internal Revenue Officers and Others Concerned There is hereby created an Executive Committee for the enforcement of P.D. 370 and P.D. 379, the latter as amended by P.D. 417, composed of the following: Chairman: Conrado P. Diaz Deputy Commissioner (Operations) Vice-Chairman: Lauro D. Abrahan Assistant to the Commissioner Members: Bernardo D. Carpio National Coordinator Leonardo L. Cabaero Revenue Operations Head (Assessment) Tomas C. Toledo Revenue Operations Head (Management) Under the Executive Committee there is also created a National Implementation and Coordination Committee composed of the following: Chairman: Bernardo D. Carpio National Coordinator Vice-Chairmen: Leonardo L. Cabaero Revenue Operations Head (Assessment) Tomas C. Toledo Revenue Operations Head (Management) Members: (Miss) Priscilla Gonzales Revenue Operations Head (Legal) Julian V. Tiongco Revenue Operations Head (Collection) Eufracio D. Santos Tax Amnesty Implementation Officer Benjamin D. Parungo Special Assistant, Office of Deputy Commissioner (Operations) Silvestre M. Torres Chief Car, Steel Appliances Section, Manufacturing (audit) Division The Executive Committee shall lay down policies and exercise general supervision in the enforcement and implementation of the decrees and the regulations promulgated thereunder. The National Implementation and Coordination Committee shall implement the policies of the Executive Committee; draft programs for intensive campaign; coordinate and supervise the activities of the Regional and district offices and attend to their problems and queries; answers communications from the public and other government offices; and in general plan and coordinate an intensive campaign of information and implementation so that the BIR will once again truly acquit itself in the discharge of its duties and responsibilities.
