May 16, 1969 REVENUE MEMORANDUM ORDER NO. 22-69 SUBJECT : Designation of Mr. Simeon N. Oandasan as Acting Revenue Seizure Agent for Revenue District No. 9 (Cagayan) In order to effectively implement the pertinent provisions of Republic Act No. 5203 on the service of the execution of the Warrant of Distraint and/or Levy, Mr. Simeon N. Oandasan of Revenue Region No. 2 (Tuguegarao, Cagayan) is hereby designated Acting Revenue Seizure Agent for Revenue District No. 9 (Cagayan), as an exemption to Revenue Memorandum Order No. 2-66. VERA Commissioner of Internal Revenue April 7, 1969 The Regional Director Revenue Region No. 2 Tuguegarao, Cagayan S i r : In order to cope with the unusual increase of tax cases referred to this office for the issuance and service of warrants of distraint and levy for the collection of delinquent accounts, it is respectfully recommended that Mr. Simeon Oandasan, the most ranking among the clerks in this office, be temporarily designated as Acting Seizure Agent with the primary duties of supervising and coordinating with the collection agents in the proper implementation of this very important function. In some instances, he would be asked to service certain warrants. The practice of designating Acting Seizure Agents from the lower ranks is being done in Manila, Quezon City and even Bulacan at present where Mr. Sapitula, former collection agent of Enrile, Cagayan, holding the same item, is presently designated as Acting Seizure Agent by the Regional Director thereat. The temporary designation is necessary for the following reasons: 1. To establish and pinpoint responsibility upon the individual employee concerned and to encourage minor employees to strife for more responsible positions in the office; 2. To avail himself of the privilege extended to fieldmen as regards the collection of transportation expenses and per diem subject to existing regulations relative thereto; 3. To qualify for the regional training course for Seizure Agents to be undertaken by the national office in the near future as per information furnished by Director Paragas of the Training School.
