August 4, 1995 REVENUE MEMORANDUM ORDER NO. 21-95 SUBJECT : 1995 Student Poster Slogan Contest TO : All Internal Revenue Officers and Others Concerned I. OBJECTIVES : This is issued to: 1. Prescribe the contest objectives and guidelines for the guidance of all concerned. 2. Ensure smooth conduct of the three (3) phases of the contest. 3. Attain full participation from the student sector and BIR officials concerned. II. CONTEST OBJECTIVES: The objectives of the 1995 student poster-slogan contest are as follows: 1. Instill in the minds of the youth the BIR's unprecedented commitment for progress through transformation of tax administration. 2. Develop awareness on the vital role of the BIR in supporting the government's efforts towards attaining progress and prosperity. 3. Promote responsiveness among the public in performing their civic duty of paying the correct taxes. 4. Project the positive image of the BIR to the general public. 5. Generate source of information materials for the use of the BIR in its communications activities. III. CONTEST GUIDELINES: 1. The contest is open to all secondary or high school students from both public and private school nationwide. 2. Entries must be drawn on 15" x 20" cartolina or illustration board. 3. The entries must depict the theme of the BIR 91st Anniversary Celebration, namely, "BIR's Commitment for Progress: Transformation of Tax Administration". 4. These entries must carry an original, brief and simple message or slogan in English, Filipino or combination thereof. 5. Each entry must have the following information to be attached at the back of the entry: a. Name of contestant b. Address and telephone number, if any c. Age and year level of contestant d. Name of faculty adviser e. Name of school principal g. Date of submission h. Signature of contestant i. Signature of faculty adviser j. Signature of school principal 6. All entries must be submitted for pre-screening to the Revenue District Officer (RDO) having jurisdiction over the schools of the students submitting said entries. 7. These entries must be submitted to the RDO not later than October 31, 1995. 8. The Pre-screening shall be done by the Board of Judges composed of the RDO as the Chairman; the Department of Education, Culture and Sports (DECS) Division Superintendent and an individual from the private sector involved in arts/advertising as members. 9. The criteria for pre-screening are: a. Relevance to the theme 40% and clarify of message b. Originality and creativity 30% c. Visual impact 30% 10. The percentage given by each Judge shall be totalled and averaged and the resulting percentage shall be the final score. 11. In case of a tie, there shall be another judging to break said tie following the same procedure prescribed in no. 10. 12. The entries with the top three highest scores in each RDO will be forwarded for pre-judging to the Office of the Regional Director. 13. These entries must be forwarded not later than November 10, 1995. 14. The Pre-judging shall be done by a Board of Judges composed of the Regional Director as Chairman; the DECS Regional Director, a BIR National Office official and an individual from the private sector involved in arts/advertising as members. 15. The rules indicated in nos. 9 to 11 shall govern the pre-judging. 16. The entries with the top three highest scores in each Regional Office shall be forwarded for final judging to the Secretariat of the 1995 Student Poster-Slogan Contest (c/o Management Division, Room 1106 BIR National Office Bldg., Diliman, Quezon City). 17. These entries must be forwarded not later than November 24, 1995. 18. The Final Judging shall be done by a Board of Judges composed of the Undersecretary of Finance as Chairman; Undersecretary of DECS, Executive Director of the National Commission on Arts and Culture and the Commissioner of Internal Revenue as members. 19. The rules indicated in nos. 9 to 11 shall govern the final judging. 20. Prizes shall be as follows: Pre-Judging (for each Regional Office) For the top three ranking entries P1,000.00 each Final Judging First Prize P15,000.00 Second Prize P10,000.00 Third Prize P 5,000.00 Four Consolation Prizes P 2,000.00 each The respective school of the top three (3) winners in the final judging shall receive a Plaque of Recognition. 21. All entries submitted shall become the property of the BIR and may be used in its communication activities. 22. Winners shall be announced and their prizes awarded to December 8, 1995. IV. RESPONSIBILITIES OF THE ASSISTANT COMMISSIONER, MANAGEMENT AND PLANNING SERVICE, CHIEF, MANAGEMENT DIVISION, REGIONAL DIRECTORS (RDs), AND REVENUE DISTRICT OFFICERS (RDOs): 1. All RDs and RDOs are required to conduct an information/publicity campaign with all high schools within their particularly area of jurisdiction. This campaign shall consist of the following activities : a. Posting of information posters in high schools bulletin boards and other strategic location. b. Visiting the high schools and inviting the students to participate in the contest. c. Educating the high school students on major activities and program of the BIR which shall include among others, Tax Administration Strategic Plan, the Change Initiatives and major programs of the BIR for 1995 as prescribed in RMO No. 65-94. d. Coordinating with the DECS' official of their respective jurisdiction to encourage their participation in the contest. 2. The RDOs shall submit a monthly report of the campaign activities conducted and of the entries received for a particular month (see Annex A) to the Regional Director. This shall be submitted not later than the 5th day of the following month. 3. The RDs shall then consolidate the aforementioned reports and transmit these to the Chief, Management Division not later than the 10th day of the following month. 4. The RDOs shall submit the names of the Pre-screening Board of Judges to the Chief, Management Division not later than September 15, 1995. 5. The RDs shall submit the names of the Pre-judging Board of Judges to the Chief, Management Division not later than September 15, 1995. 6. The RDs and RDOs shall award the winners of the pre-judging and pre-screening, respectively, in appropriate ceremonies. During these ceremonies, plaque of recognition and/or cash prizes for the pre-judging can be sourced from the Regional Office's budget for "Other Services" (Budget object no. 29). 7. The Regional and Revenue District Offices can utilize the entries submitted in their respective tax information campaign after the final judging. 8. The Assistant Commissioner, Management and Planning Service shall serve as the Project Manager for this contest while the Management Division shall serve as the Secretariat and shall be responsible for the following functions: a. Prescribe additional rules and guidelines that shall be deemed to be necessary; b. Coordinate with the Public Information and Education Division in the information campaign for the contest; c. Monitor the compliance of the regional, district and other offices in the conduct of this contest; d. Prepare progress reports of the status of the contest; e. Arrange the assignment of the National Office judges for the pre-judging; f. Coordinate the conduct of the pre-screening, pre- judging and final-judging and the awards ceremonies for the contest; g. Liaise with the DECS and the National Commission on Culture and Arts on the conduct of this contest; and h. Perform other functions that may be required for the contest. V. EFFECTIVITY: This Order shall take effect immediately.
