March 16, 1989 REVENUE MEMORANDUM ORDER NO. 21-89 SUBJECT : Amendment of RMO No. 23-80 Dated June 11, 1980 as Further Amended under RMO No. 34-83 Dated October 26, 1983, Delegating Administrative and Substantive Authority to Regional Directors TO : All Revenue Officials and Employees In view of the reclassification/retitling of positions under the approved Organization Staffing and Classification Action Summary (OSCAS) of the BIR by the Department of Budget and Management in relation to the implementation of the OP Pay Plan, RMO No. 23-80, as amended by RMO No. 34-83, delegating appointing authority over original and promotional appointments to positions in the first level to the Regional Directors, is hereby amended to include the positions indicated in the attached list (Annex "A"). All appointments issued under this Order are subject to the Civil Service Law and Rules, LOI No. 799, the Revised Merit Promotion Plan of the Bureau, and all national office policies now existing or may later be promulgated.
