June 22, 1973 REVENUE MEMORANDUM ORDER NO. 21-73 Pursuant to the provisions of Section 3 of Presidential Decree No. 69 amending the provisions of Article 2 (d)(2) of Supplement A to Title II of the National Internal Revenue Code authorizing the refund of excess taxes withheld on wages on warrants drawn by the Commissioner or by his duly authorized representative without the necessity of counter signature by the Auditor General, Mr. Lauro D. Abrahan, Assistant to the Commissioner, is hereby authorized to sign in my behalf said refund warrants beginning with those for taxable year 1972.
