Limitation on Employment of Persons in the BIR

December 15, 1971 REVENUE MEMORANDUM ORDER NO. 21-71 SUBJECT : Limitation on Employment of Persons in the BIR TO : All Revenue Officials and Employees concerned. The Civil Service Law provides for equal opportunities to all qualified, able and competent citizens seeking employment to either classified or non-classified services in the government or in any government owned or controlled corporation. Employment in the BIR is the most sought among applicants and there are cases where several members of the family have been employed in the service. Consonant with the Civil Service Law, it is hereby declared to be the policy of this Bureau to employ only two (2) relatives of every family e.g., father and son, sisters and brothers as the case may be, should be accepted for employment only in this Bureau. By limiting to only two (2) members in a family to be accepted and employed will surely give a wider range of employment among the qualified citizens in this country and in order to avoid monopoly and fraternization if not nepotism which is prohibited by law. The use of the word "relative" and members of the family referred to are those related within the 2nd degree either by consanguinity or of affinity.
