March 24, 1993 REVENUE MEMORANDUM ORDER NO. 19-93 SUBJECT : Absence Without Official Leave (AWOL), Travel Abroad, Leave of Absence Without Pay, and Leave of Absence for Thirty (30) Days or More Without National Office Clearance (NOC) TO : All Regional Directors To enforce strict observance and compliance of Civil Service Laws and Rules, Regional Directors shall be held directly responsible for payment of the salaries of their employees who are: casia 1. Absent without official leave (AWOL); 2. Abroad without approval by proper authorities; 3. Leave of absence of those with no more leave credits; 4.
