March 30, 1990 REVENUE MEMORANDUM ORDER NO. 19-90 SUBJECT : Delegation of Authority to Release Imported Goods (ATRIG) for Motor Vehicles Imported under the No Dollar Importation Program TO : All Revenue Officials and Others Concerned In order to facilitate immediate action and issuance of Authority to Release Imported Goods (ATRIG) for motor vehicles under the No-Dollar Importation Program, and in response to the request of the Honorable Secretary Jose S. Concepcion, Jr., of the Department of Trade and Industry, the authority to issue Authority to Release Imported Goods (ATRIG) heretofore exercised by the Assistant Commissioner for Excise Tax is hereby delegated to the Revenue Regional Director of Revenue Region 4-A, Manila. casia This delegated authority shall cover only the issuance of ATRIG for motor vehicles imported under the No-Dollar Importation Program of the government under the auspices of the Department of Trade and Industry. For a more effective monitoring and recording of assessment and collection of excise and value-added taxes, the issuance of the corresponding ATRIG for every importation of such motor vehicles shall be done only after the papers and documentations thereof shall have been duly processed and verified by the official representative from the Excise Tax Service who shall be assigned for the purpose by the Assistant Commissioner for Excise Tax to the Office of the Revenue Regional Director, RR-4-A. The Regional Director or RR-4-A shall furnish the Assistant Commissioner (Excise Tax) a weekly report regarding the number of ATRIG issued during the week including the particulars thereof, such as the quantity/unit of motor vehicles covered, the name and address of the importer, owner or consignee, the amount of tax or taxes paid thereon and such other information relevant to the importation. cdt This Memorandum takes effect immediately.
