June 24, 1981 REVENUE MEMORANDUM ORDER NO. 19-81 SUBJECT : Revised Procedures for the Payment of Traveling Expenses TO : All Internal Revenue Officers and Others Concerned 1.0 Purpose This Revenue Memorandum Order is issued to prescribe the procedures for the payment of traveling expenses of BIR officials and employees under RMO No. 11-80 dated November 27, 1980, as amended, conformably with the authority granted by the Commission on Audit on September 2, 1980. 2.0 Procedures 2.1 Chiefs and Assistant Chiefs of branches in regional offices and revenue district officers who are not given RP vehicles and who prefer to use their private cars instead of public transportation in the discharge of their official duties shall be paid P0.20 per kilometer of travel provided the total amount claimed for each month does not exceed the monthly rates allowed in RMO No. 11-80, as amended. 2.2 Other revenue employees such as district revenue collection supervisors, examiners, seizure agents, investigators and inspectors shall continue to be paid such rates of travel expenses fixed in RMO No. 11-80, as amended. 2.3 In cases where there are 2 or more claimants, a general payroll shall be prepared by the Division/Branch/Revenue District Office concerned, to be submitted to the Chief, Accounting Division or Regional Accountant for processing. Said payroll shall be approved for payment by the Division Chief/Revenue Service Chief concerned and the Revenue Service Chief (Administrative) or his authorized representative in the case of the National Office, or the Branch Chief/Revenue District Officer and Regional Director or his representative in the case of the regional office. 2.4 Chiefs and Assistant Chiefs of branches in regional offices and revenue district officers shall submit individual certification indicating the specific places and offices visited and/or inspected and the dates said visits and inspections were made, to be attached to the General Payroll. On the other hand, district revenue collection supervisors, examiners, seizure agents, investigators and inspectors shall submit duly accomplished Individual Fieldmens' Monthly Report, approved by their immediate supervisor and the Division Chief/Revenue District Officer concerned, also to be attached to the payroll. 2.5 Claims shall be filed monthly and paid through PNB TCAA checks only. 2.6 The Division Chief, Branch Chief and Revenue District Officer shall submit a list of their employees with their designation who are entitled to the provisions of RMO No. 11-80, as amended to the Chief, Accounting Division or the Regional Accountant as the case may be, copy furnished the Chief, Budget Division or Regional Budget Officer and the Auditor for purposes of record and control. aisa dc 3.0 Repealing Clause The provisions of existing revenue memorandum circulars and orders which are inconsistent herewith are hereby superseded, repealed and/or modified accordingly. 4.0 Effectivity This Revenue Memorandum Order shall take effect June 1, 1981. cd (SGD.)
