May 16, 1980 REVENUE MEMORANDUM ORDER NO. 19-80 SUBJECT : Delineation of Work and Responsibilities Between the Two Assistant Commissioners TO : All Revenue Service Chiefs, Regional Directors, Division Chiefs and All Others Concerned Recent developments necessitate changes in the general division of work between the two Assistant Commissioners. Subject to the clarification hereafter provided: In the Central Office, Assistant Commissioner Tomas C. Toledo shall exercise supervision over the Assessment, Inspection, Collection and Financial and Management Services including all the divisions under them, the Financing, Real Estate & Transfer Taxes, Services and Miscellaneous Tax, Manufacturing, and Investment Incentives Divisions. As to the field offices, he shall supervise, monitor and check the performance and adherence to policies of Revenue Regional Offices Nos. 4-A, Manila; 2, Tuguegarao, Cagayan; 3-B, Valenzuela; 5, Legaspi City; 6-A, Iloilo City; 6-B, Bacolod City; 7, Cebu City; 10-A, Cagayan de Oro City; and 11-B, Davao City. cd i In the Central Office, Assistant Commissioner Romulo M. Villa shall exercise supervision over the Legal, Specific Tax, Administrative, and Data Processing Services including all the divisions under them, the Tax Fraud, Intelligence, International Operations, and Agriculture & Natural Resources Divisions. As to the field offices, he shall supervise, monitor and check the performance and adherence to policies of Revenue Regional Offices Nos. 4-B, Quezon City; 1, Baguio City; 3-A, San Fernando, Pampanga; 4-C, San Pablo City; 8, Tacloban City; 9, Zamboanga City; 10-B, Butuan City; and 11-A, Cotabato City. The foregoing notwithstanding, all papers requiring the action, approval and/or signature of the Commissioner coming from the Personnel, Law and Appellate Divisions shall also be coursed through Assistant Commissioner Toledo and those coming from Withholding, Direct and Indirect Taxes Divisions shall also be coursed through Assistant Commissioner Villa. The Performance Control Division shall be under the joint responsibility of Assistant Commissioners Toledo and Villa. This delineation of responsibilities is without prejudice to either of the two Assistant Commissioners from utilizing the facilities or availing of the assistance of any of the offices falling under the jurisdiction of the other or from being given special assignments by the Commissioner from time to time or whenever necessary. Assistant Commissioner Toledo shall continue as the Chairman of the Promotion Board (Second Level). cd The provisions of any previous Order inconsistent herewith are hereby revoked or amended accordingly.
