May 4, 1992 REVENUE MEMORANDUM ORDER NO. 18-92 SUBJECT : Specific Guidelines for the BIR Raffle Promo from April 3 - July 5, 1992 TO : All Regional Directors, Revenue District Officers (RRs 3B, 4A, 4B1 and 4B2) and Others Concerned I. Objective Pursuant to RMO No. 27-91, as amended, which prescribes the raffle of sales invoices and receipts, specific guidelines are hereby provided to ensure a proper, effective and organized implementation of the BIR Raffle Promo from April 3 - July 5, 1992. acd II. Additional Guidelines 1. Raffle Draw Dates and Prizes. - The following is the schedule of the Raffle Draws with the corresponding prizes to be awarded. Draw Dates Prizes A. Regular Draws 1st draw - May 3 1st P50,000 2nd draw - June 7 2nd 30,000 3rd 20,000 4th 10,000 B. Grand Draw 1st P300,000 July 5 2nd 200,000 3rd 100,000 4th 50,000 5th 20,000 C. Special Draw (for professionals) July 5 1st P50,000 2nd 30,000 3rd 20,000 4th 10,000 Prizes amounting to P3,000 and above are subject to 20% final withholding tax. 2. All receipts issued from January 1, 1992 to July 3, 1992 shall be valid for the Raffle. 3. Only receipts issued by establishments located within Metro Manila as specified in RMO 27-91 may be placed in any of the designated drop boxes. 4. Receipts not drawn during the first and second raffle draw dates will be included in the Grand Draw. However, receipts not drawn for the first draw shall not be included in the second draw. 5. In accordance with the permit issued by Department of Trade and Industry, BIR employees and their relatives up to the second degree by consanguinity and affinity are disqualified from joining the raffle promo. 6. Responsibilities of RDOs/RDs. - a) Revenue District Officers and their Regional Director shall be responsible for all sales receipts and invoices placed in drop boxes within their areas of jurisdiction. b) Receipts shall be retrieved by the Revenue District Officers from drop box centers within their jurisdiction. These will then be forwarded to their respective Revenue Regional Office and shall either be gathered by an authorized representative of the National Office or sent by the Regional Director to the Public Information and Assistance Division on the following dates: For: May 3 draw April 30 June 7 draw June 5 July 5 draw July 3 The RDO shall likewise retrieve all drop boxes within their area of jurisdiction within 3 days after the Grand Draw, i.e., on July 5, 1992. c) The Revenue District Officers thru their Regional Director shall prepare a report using the format in Annex A on the drop boxes and streamers allocated to them and the name of the responsible person for the delivery of the drop boxes in designated drop box centers and retrieval of the receipts and submit the same on or before May 15, 1992 to the Public Information & Assistance Division, copy furnished: Planning & Research Division. d) Regional Directors shall submit a report using the format in Annex B on or before July 15, 1992 covering all activities performed in connection with the raffle promo from April 3 - July 5, 1992. e) The Regional Director shall coordinate with their respective RDOs; control, supervise and ensure proper observance of these policies and guidelines. 7. Within ten (10) days from the draw date, winners shall be notified on the claim of prize. This is to give the BIR time for the cursory validation of the winning receipts. 8. Prizes shall be claimed at the Financial Service, Rm. 507, 5th flr. BIR-National Office Building, Agham Road, Diliman, Q.C.
