May 14, 1980 REVENUE MEMORANDUM ORDER NO. 18-80 SUBJECT : Creation of a Special Projects Office in the Office of the Commissioner TO : All Revenue Service Chiefs, Regional Directors, Division Chiefs and All Others Concerned In order to integrate the purpose and functions now assigned to different committees in the Central Office and to relieve the members thereof of the added tasks which are in addition to their regular duties, a Special Projects Office is hereby created in the Office of the Commissioner. The Special Projects Office shall be headed and directed by a Head Special Projects Officer who shall be assisted by as many Special Projects Officers as the Commissioner may deem necessary. Any official or employee may be assigned to the Special Projects Office by travel assignment order. All recommendations, reports and other administrative matters emanating from the Special Projects Office shall be signed by the Head Special Projects Officer. casia The Special Projects Office shall have the following functions: 1. To draft proposed internal revenue tax legislations for submission either to the President or to the Batasang Pambansa thru its appropriate committee; 2. To study and prepare comments and recommendations on proposed tax legislations referred to the Commissioner for comment; 3. To monitor and prepare comments and recommendations on any proposed legislative measure that will affect internal revenue collections and administration or which may have tax implications even if they are not referred to the BIR for comment; 4. To prepare drafts of regulations and other documents required to implement approved internal revenue tax laws; 5. To study and recommend amendments to the National Internal Revenue Code; 6. To review, up-date, classify and codify existing regulations, rulings and other issuances in connection with the assessment and collections of internal revenue taxes for distribution to the field and other appropriate offices to serve as a handbook for effective and uniform application and implementation of the issuances involved; cd 7. To conduct research, studies and recommend special projects that can improve tax laws enforcement and tax administration; 8. To gather data or prepare documents necessary to support proposed tax legislations; and acd 9. To undertake such other assignments and perform functions which the Commissioner may assign to it from time to time. The Head Special Projects Officer or his representative (Special Projects Officer) may interview or call on any official of this Bureau for assistance or request for data and records whenever necessary. Full cooperation of the officials involved in connection herewith is desired. The Head Special Projects Officer shall submit to the Commissioner within the first five days of every month a monthly report of the status of on-stream special projects. cd i Existing committees the purpose and functions of which duplicate the purpose and functions of the Special Projects Office are hereby abolished.
