March 31, 1977 REVENUE MEMORANDUM ORDER NO. 18-77 TO : All Service Chiefs, Regional Directors, Division Chiefs, Chiefs of Branches and Revenue District Officers SUBJECT : Compliance with the Merit Promotion Plan in Recommending the Recruitment and Promotion of BIR Personnel. I have issued Revenue Memorandum Order No. 60-75 dated October 1, 1975 and unnumbered memoranda dated November 25, 1976 and the latest was on March 19, 1977. All these pertain to policies and guidelines on personnel actions in the revenue service. They compliment the Merit Promotion Plan of this Bureau which was approved by the Civil Service Commission on October 29, 1969, a copy of which was furnished each and everyone in the revenue service on March 6, 1970. Despite all of the above, the Screening Committee on recruitment and promotions and this Office have noted that many recommendations for recruitment and promotions are not in accordance with the merit system. We have tried to tactfully invite your attention about this disregard of the merit system by returning to you your recommendations and suggesting that the Merit Promotion Plan be followed. This action is not effective. Recommendations for recruitment and promotions which are not in accordance with the Merit Promotion Plan continue to be received by the Screening Committee and this Office. These kind of recommendations waste the time and effort of the officials responsible for screening recruitment and promotions not counting the expenditures incurred for communications when your recommendations are returned without action. On top of all these, your recommendations in favor of disqualified persons give false hopes to people whom you know from the beginning cannot be appointed or promoted because they do not meet the requirements of the positions you are recommending them to. From our view point, recommendations returned are recommendations that are not well studied or that the recommending officer does not know the requirements applicable under the circumstances for which recommendations have been made. In either case, this Office will consider the recommendation as a serious lapse which does not speak well of the recommending official and we will act accordingly. In view of all the foregoing, it is hereby directed that all recommendations for recruitment and promotions must be well studied to make sure that the recommendations are in conformity with the requirements of the Merit Promotion Plan and the policies laid down by this Office on personnel actions. The qualifications of the persons you are recommending for recruitment or promotion must be ascertained to find out if they are qualified or not. Those who are not qualified must no longer be recommended to this Office. Henceforth, this Office expects that all recommendations for recruitment and promotions shall strictly be in accordance with our existing Merit Promotion Plan, the system of ranking positions, the policies laid down by this Office, and the Civil Service Rules on Personnel Actions and Policies.
