May 6, 1976 REVENUE MEMORANDUM ORDER NO. 18-76 SUBJECT : Submission of Recommendations for Promotion TO : Revenue Service Chiefs, Regional Directors and others concerned For the information and guidance of all concerned, there is quoted hereunder the provisions of Department Order No. 2-76, the subject matter of which is "Strict Compliance with Qualification Standards and Merit Promotion Plans." "March 31, 1976 "DEPARTMENT MEMORANDUM ORDER 2-76 " SUBJECT : STRICT COMPLIANCE WITH QUALIFICATION STANDARDS AND MERIT PROMOTION PLANS "TO : ALL HEADS OF BUREAUS AND OFFICES UNDER THIS DEPARTMENT "In a move to improve the service and update personnel practices a full stoppage in the processing of appointment papers was resorted to until each bureau and office under the Department could produce updated Merit Promotion plans and Qualification Standards. Subsequent compliance on the part of said bureaus and offices has enabled the Department to resume the processing of appointment papers. "It has come to the attention of this Department, however, that the bureaus and offices submit proposals to appoint and/or appointment of persons in open and almost flagrant violation of their own Merit Promotion Plans and Qualification Standards. cdt "Time and effort are wasted when these papers, upon being returned by the Department to the Office concerned, are sent back with an unexplained insistence on the part of these Offices to have them reconsidered despite the lack of acceptable justification and the presence of adequate guidelines prohibiting further consideration of the same. This puts to naught what the Merit Promotion Plans and Qualification Standards provide and prescribe. "In view of this undesirable practice, the heads of Bureaus and Offices are hereby requested to direct their respective Personnel Officers and/or Head of Personnel Division to adhere to and be guided strictly by all those policies and conditions set forth in their own Merit Promotion Plans and Qualification Standards in the preparation of proposals and/or appointment papers. "Strict compliance herewith is enjoined. "This order takes effect immediately. "(SGD.) PEDRO M. ALMANZOR Acting Secretary" The Bureau of Internal Revenue has its own Merit Promotion Plan and Qualification Standards, copies of which were previously furnished all Service Chiefs, Regional Directors, Chiefs of Divisions and Revenue District Officers. A policy had been enunciated that in matters of promotion, recommendations must come from Service Chiefs and Regional Directors inasmuch as they are the supervisors in a position to determine who of the employees under their respective jurisdiction deserve promotion. It has been observed, however, that there are recommendations for promotions coming from Service Chiefs and Regional Directors which do not take into account the Merit Promotion Plan and the Qualification Standards so that in the screening conducted by the Reorganization Committee, many of the recommendations are turned down for failure to meet the requirements of the Qualification Standards and the Merit Promotion Plan. In order to avoid waste of time in the screening and in order not to give false hopes to the employees being recommended for promotion, all Service Chiefs and Regional Directors are hereby enjoined to submit recommendations for promotions only if the employee concerned meets the requirements of the Merit Promotion Plan and the Qualification Standards.
