May 10, 1973 REVENUE MEMORANDUM ORDER NO. 18-73 SUBJECT : Submission of inventories of equipments, tax dockets, tax returns and other records of each unit in the Bureau of Internal Revenue. TO : All Department Heads, Regional Directors, Division Chiefs, Branch Chiefs, Revenue District Officers, Collection Agents and others concerned In view of the impending reorganization of the Bureau, all department heads, regional directors, division chiefs, branch chiefs, revenue district officers and collection agents are hereby instructed to submit in five (5) copies to Mr. LAURO D. ABRAHAN, Assistant to the Commissioner and concurrently Chairman of the Committee created to prepare plans and procedures for the smooth implementation of the approved reorganization plan, the following inventories and/or listings as of May 31, 1973: 1. Inventory of tax dockets or tax returns actually in the possession of the various units in the BIR showing the name and address of the taxpayer, TAN, Assessment/Demand No., kind of tax, due date, and amount involved. The attached form entitled "Inventory of Tax Dockets" which was used in listing the dockets of taxpayers with delinquent accounts can be used for this purpose. 2. Listing of other kinds of records in each unit other than tax dockets or returns which should indicate the nature or description and the estimated number or volume of such records. 3. Listing of all the equipments in each organizational unit including motor vehicles showing the serial or plate number of the property, the nature or description of the equipment and a remarks column indicating whether they are still in good condition, damaged or for repair. aisa dc 4. Listing of all supplies and accountable forms showing the description of each form or supplies and its estimated number or volume. 5. Listing of all dockets and/or records relating to administrative cases, complaints, or denunciations and the decisions at dispositions thereof. You are further instructed that after you have submitted these required inventories, you should report to the Chairman of Committee weekly any movements or transfers of these dockets, records and equipments from one office to another so that the Committee can keep track of such documents and equipments until they are finally under the custody of the officials who shall assume accountability over them. To fix responsibilities and enable the Regional Offices to complete its inventory taking within the shortest time possible, the Regional Directors are required to create work groups in each region to be headed by the Assistant Regional Directors with the branch chiefs and revenue district officers within the region as members. While the cut-off date of the inventory to be submitted is May 31, 1973, the lists should, however, be submitted to the Committee not later than June 11, 1973. Failure to submit the above-stated inventories within the said period will be administratively dealt with and taken into consideration in the Reorganization.
