October 6, 1971 REVENUE MEMORANDUM ORDER NO. 18-71 SUBJECT : Creation of a Committee to Review Provisional Appointments of BIR Officials and Employees In compliance with Civil Service Commission Memorandum Circular No. 4, s. 1971 which delegates to the heads of Departments and Agencies of the National Government the authority to review provisional appointments pursuant to Section 18 of Republic Act No. 6040, a review committee is hereby created. The committee shall be composed of the following: 1. Revenue Operations Head (Administrative); 2. Revenue Operations Head (Legal); and 3. Chief, Personnel Division. The committee shall elect from among themselves a chairman. The Chief, Personnel Division shall submit to the review committee two xerox copies of provisional appointments to be reviewed together with an updated personal data sheet of the appointee. If necessary, an organization chart of the work unit where the incumbent of the appointment being reviewed is assigned must be submitted. cdt The Chief, Personnel Division shall make available to the review committee the following documents: 1. Copies of CSC Memorandum Circular No. 4, s. 1971; 2. The current plantilla of personnel; 3. The merit promotion plan; and 4. Other documents the committee may want to see. The review committee is hereby authorized to approve as permanent the provisional appointments of appointees who meet the eligibility requirements of their positions and to disapprove the provisional appointments of those without any civil service eligibility if the positions to which they hold provisional appointments belong to the competitive service. To insure uniformity and consistency of action, the review committee must follow the procedures and adhere to the guidelines prescribed in Civil Service Commission Memorandum Circular No. 4, s. 1971. To every provisional appointment reviewed, there must be attached a review form (see Annex A) on which action taken by the committee members is noted. The duly signed review form together with the xerox copy of the provisional appointment and the updated personal data sheet of the appointee shall be returned to the personnel division. Upon receipt by the Personnel Division of the signed review form and its attachments, the corresponding attestation must be stamped on the xerox copies of the provisional appointment reviewed. The attestation stamped on the reviewed copy of the provisional appointment must be signed by the Chief, Personnel Division to insure accuracy and pinpoint responsibility. A xerox copy of the provisional appointment reviewed and on which the attestation of the review committee has been stamped and signed by the Chief, Personnel Division must be sent to the appointee concerned. The rest of the reviewed papers must be inserted in the personal records (201 file) of the official or employee concerned. At the end of each month, until the review of provisional appointments is completed by the review committee, the Chief, Personnel Division shall submit a list of all provisional appointments reviewed together with the action taken by the review committee to the Civil Service Commission and to the Department of Finance. (See Annex B). The Chief, Personnel Transaction Section of the Personnel Division shall serve as secretary to the review committee. This Memorandum Order shall take effect immediately. (SGD.) In view thereof, his/her appointment may be attested as PERMANENT under Section 24 (b) of R.A. 2260, as amended. _____ is a promotional appointee possessing a civil service eligibility but salary of promotional position is beyond the maximum allowable for the eligibility and has not occupied the position for at least five years as of August 4, 1969. In view thereof, his/her appointment may be attested as PERMANENT under Section 24 (b) of R.A. 2260, as amended, but his salary shall be reduced to ___________ per annum, the maximum allowable for his eligibility. _____ his/her position is now in the non-competitive service pursuant to Section 5 of R.A. 2260, as amended. In view thereof, his/her appointment may be attested under Section 5 of R.A. 2260, as amended. _____ he/she does not possess any appropriate eligibility; nor does he/she fall under the exception.
