March 30, 1967 REVENUE MEMORANDUM ORDER NO. 18-67 SUBJECT : Reporting on Conferences, Seminars, In-Service Training, Study Grants, etc. Participated by Any Official or Employee of the Bureau of Internal Revenue on Official Time and/or Expenses It is one of the cardinal goals of the personnel development efforts of the Bureau of Internal Revenue to make as many of its personnel as possible to fully benefit from or take advantage of the additional knowledge, skills, and information obtained on subjects, studies, observations and discussions taken up in conferences, seminars, in-service training, conventions, scholarships, study grants, etc. in foreign countries or local colleges, universities or agencies by revenue personnel sent to attend or participate in such affairs. cdtech Officials or employees of the Bureau sent to attend or participate in conventions, seminars, and in-service training courses on official times and expense are, therefore, instructed to submit a written report of the proceedings of the affair, his participation thereat, his attendance, and his personal comments, observations and recommendations. If possible, copies of the program and materials including speeches and lectures distributed in connection with the affair should be submitted. Those who are invited as resource persons in such affairs are exempted from submitting reports. Revenue officials or employees sent on scholarships to local or foreign schools or those given study or travel grants abroad, whether partially or fully financed by the Bureau, shall likewise submit reports, when not specified as a requisite of the grant or scholarship, on the training, together with their observations, comments and recommendations. The report shall be submitted in three copies to the Revenue Operations Head (Management Planning) not later than the seventh working day after the termination of a convention, conference, seminar or in-service training or one (1) month after arrival or report to duty from a training grant abroad or local scholarship, unless otherwise indicated in specific orders. lexlib This Order shall take effect immediately.
