February 16, 1998 REVENUE MEMORANDUM ORDER NO. 17-98 SUBJECT : Allocation of Audio-Visual Equipment TO : All Internal Revenue Officials Concerned I. Objective : This Order is issued to establish a rational system in the allocation of audio-visual equipment. These equipment are part of the BIR-Tax Computerization Project being funded by World Bank Loan. II. General Policies : 1. Allocation of audio-visual equipment shall be based on the needs of the office and the availability of the resources as determined by MANCOM. 2. Equipment shall be allocated to the offices and cannot be brought by the Chief of Office upon transfer of assignment. 3. A Memorandum Receipt for Equipment ( General Form No . 9 ) shall be issued to the Chief of Office upon release of equipment. 4. If, for any reason, an official decides to surrender an equipment assigned to his office, said equipment shall be returned to the Property Division. 5. Each Regional Office shall be given an overhead projector to be used during official presentations, meetings and conferences. 6. Revenue Regions (RRs) classified as large RRs (based on volume of returns) shall be given audio/video playback system where video materials on new tax procedure systems are to be shown for the information of the taxpaying public. 7. A pool of overhead projectors and mini cassette recorders shall be maintained at the Training Management Office (TMO) for use at the National Office. III. Maintenance of Overhead Projectors and Mini Cassette Recorders at the National Office (NO) The Training Management Office (TMO) shall be responsible for the proper utilization and maintenance of the pool of overhead projectors (OHPs) and mini cassette recorders (MCRs) at the NO. The following procedures shall be followed: A written-request for borrowing of OHPs and MCRs shall be made by the official concerned to be approved by the Project Manager, TMO based on the availability of resources. The TMO shall log all equipment borrowed, the borrower's name, place of assignment and the date. The TMO shall check and ensure that the equipment borrowed and returned are in good working condition. IV. Allocation of Audio-Visual Equipment : Allocation of audio-visual equipment is prescribed in Attachment A . This Order takes effect immediately.
