April 13, 1987 REVENUE MEMORANDUM ORDER NO. 17-87 SUBJECT : Delegation of Responsibilities for Output Requirements and Update of Data Base Relative to Phase I of the Computerized Personnel Information System (PIS) per RMO No. 28-86 TO : Assistant Commissioners, Regional Directors, Division Chiefs, Revenue District Officers, Chiefs of Branches, Revenue Enforcement Officers, and Others Concerned I. Objective: This Order is issued to delegate responsibilities for the output requirements and update of data base relative to Phase I of the Computerized Personnel Information System as provided in Revenue Memorandum Order No. 28-86. II. Guidelines: A. Output Requirements - The Revenue Information Systems and Services, Inc. (RISSI) shall be responsible for the processing and development of the following output required for Phase I of the Computerized Personnel Information System: 1. Reports for Promotional Purposes a) Summary Evaluation List (by region, service/office, position) with the following attachments: a-1) Employer Performance Rating List a-2) Educational Qualification File a-3) Work Experience File a-4) Eligibility File a-5) Trainings and Seminars File a-6) BIR Examinations File 2. Reports for Management Purposes a) Promotional Line-up b) Alpha List of Enforcement Officers (by group: Examiners, Reviewers, Seizure Agents, Inspectors). Annex A specifies the description, frequency and distribution for each of the aforestated output requirement for the guidance of the RISSI. B. Update of Data Base - For purposes of maintaining an accurate Data Base for Phase I of the Computerized Personnel Information System (PIS), reports on the following shall be prepared by particular divisions and submitted to the Task Force for PIS (Attention: Chief, Management Division) on required periods: Information To be Prepared Frequency of To be Reported By Submission 1. Appointments Personnel Division Monthly (Promotions) 2. Rev. Travel -do- Monthly Assignment Orders and Rev. Special Orders and (designations) 3. BIR Examinations -do- Whenever administered 4. Eligibilities -do- Semestral 5. In-Service Career Development Whenever Trainings Division conducted 6. Performance Personnel Division Semestral Ratings 7. Additional -do- Semestral Educational Qualifications 8. Recruitments -do- Monthly To facilitate the updating of the Data Base for Phase I of the Computerized Personnel Information System, all concerned officials and employees are required to submit to the Personnel Division pertinent documentary evidences of new appointments (issued in the Regions), new eligibilities, additional educational attainments, relevant trainings attended outside the BIR, and performance rating reports. These documents shall form part of the 201 file and shall be bases for updating personnel records. IV. Effectivity: This Order takes effect immediately. (SGD.) BIENVENIDO A. TAN, JR. Commissioner
