Transfer of the Tax Information and Education Division to the Office of the Commissioner and the Statistical Division to the Financial and Management Service

May 14, 1980 REVENUE MEMORANDUM ORDER NO. 17-80 SUBJECT : Transfer of the Tax Information and Education Division to the Office of the Commissioner and the Statistical Division to the Financial and Management Service TO : All Revenue Service Chiefs, Regional Directors, Division Chiefs and All Others Concerned The Tax Information and Education Division was primarily created for the purpose of disseminating information about the BIR to the public thru the mass media. As a matter of policy, all press releases and other work output of the said division cannot be released without prior clearance from the Commissioner. In the present organizational set up, however, the Tax Information and Education Division is under the Financial and Management Service. But almost always, press releases are brought directly to the Commissioner for clearance to obviate the possibility of the news becoming stale. In other instances, the press release emanate from the Office of the Commissioner. On the other hand, the Statistical Division, which at present is under the Data Processing Service, was created to gather, consolidate and tabulate into meaningful statistical tables internal revenue tax data. The work output of this division, particularly the analysis and trends indicated by the statistical data, is a very useful management tool in the formulation of policies. For this reason, most of the work output of the Statistical Division is passed on to the Financial and Management Service, which uses them as a basis for planning and in the formulation of policies which it recommends to the Commissioner for approval. The functions therefore of this Division is incongruous to the functions of the Service where it now belongs. In view of all the foregoing and in order to utilize their work output without any delay, these divisions including their personnel, records, equipment and appropriation are hereby transferred as follows: 1. Tax Information and Education Division from the Financial and Management Service to the Office of the Commissioner. 2.
