June 1, 2000 REVENUE MEMORANDUM ORDER NO. 17-00 SUBJECT : Conduct of the Written Qualifying Examinations for Revenue Officers and Group Supervisors (Assessment and Enforcement), and for selected Revenue Officials TO : All Deputy Commissioners, Assistant Commissioners, Regional Directors, Revenue District Officers Division Chiefs, and Others Concerned I. OBJECTIVE In support of the Professionalization and Career Development Programs of the Bureau, this Order is being issued for the conduct of the Written Qualifying Examinations for LexLib 1. Revenue Officers and Group Supervisors (Assessment and Enforcement), who may be assigned to the Large Taxpayers Service, the Excise Tax Service or the Enforcement Service; 2. Assistant Revenue District Officers and Revenue District Officers; 3. Chiefs and Assistant Chiefs of the Regional Assessment and Special Investigation Divisions; and 4. Chiefs and Assistant Chiefs of the National Office Assessment and Enforcement Divisions. II. GENERAL POLICIES A. COVERAGE OF EXAMINEES 1. The following revenue personnel who were not able to take or pass the Qualifying Examinations held last November 21, 1999, January 14, 1999, and May 31, 2000, shall take the Written Qualifying Examinations: Revenue Officer I, II, III, and IV (Assessment and Enforcement) CRO I, II, III, and IV (Assessment and Enforcement) 2. The following incumbent revenue officials are likewise required to take the Written Qualifying Examinations: Revenue District Officers and Asst. Revenue District Officers Chiefs and Asst. Chiefs of the Regional Assessment Divisions Chiefs and Asst. Chiefs of the Regional Special Investigation Divisions Chiefs and Asst. Chiefs of the following National Office Divisions: a. Tax Fraud Division b. Large Taxpayers Assessment Division c. Policy Cases Division d. Excise Tax Operations Division B. SCOPE OF THE EXAMINATIONS The scope of the Qualifying Examinations shall be as follows: TYPE OF EXAMINEE PART I (Technical) PART II (Essay) GROUP I: Provisions of the Report Making Rev. Officers I, II, III NIRC, Revenue Case Analysis Regulations and RMOs Audit Report Procedures and Techniques GROUP II: Provisions of the Report Making and Group Supervisors NIRC, Revenue Review of Audit (RO IV and CRO I and II Regulations and Cases [Assessment and RMOs Mgmt. Theories and Enforcement] Audit Report Procedures Practices and Techniques GROUP III: Provisions of the Review of Audit RDOs, ARDOs, Division NIRC, Revenue Cases Chiefs and Asst. Regulations and Mgmt. Theories and Division Chiefs RMOs Practices CRO III and IV item Audit Report Procedures ITS Overview holders and Techniques III. CONDUCT OF THE EXAMINATION 1. The Qualifying Examinations shall be held in accordance with the following schedule: GROUPS I and II: July 16, 2000 (8:00 AM 5:00 PM) GROUP III: July 30, 2000 (8:00 AM 5:00 PM) 2. The various Examination Venues shall be announced at a later date. 3. Participation in the Qualifying Examinations shall be on official time. Travelling allowances and per diems shall be provided. Written Qualifying Examinations for the Excise and Collection Groups will be held before the end of August 2000. The governing rules and regulations for these Examinations, as well as the schedule and venue, shall be announced at a later date. prcd IV. EFFECTIVITY This Order shall take effect immediately.
