January 22, 1998 REVENUE MEMORANDUM ORDER NO. 16-98 SUBJECT : Prescribing the Policies and Guidelines in Granting of Honoraria Sourced from TCP Funds TO : All Revenue Employees Concerned I. OBJECTIVE This order is issued to prescribe the policies and guidelines in granting honoraria sourced from the TCP funds. II. POLICIES AND GUIDELINES A. In line with President Fidel V. Ramos directive on cost-cutting measures and in view of the realignment of the different SPIRIT projects to the services where they institutionally belong, the grant of honoraria shall cease effective January, 1998. However, for other activities/assignments where concerned personnel perform tasks over and above their regular line of work, or where assigned personnel are constrained in terms of promotion and training due to their special tasks, the grant of honoraria shall continue. Specifically, the following personnel shall receive honoraria sourced from the TCP funds: LLjur 1. All members of implementation Assistance Teams (IAT) created under various RSOs 2. ITS Trainors with specific assignments under various RSOs B. For the IAT, honoraria shall be based on the RSOs issued together with a certification of actual services rendered issued by the RDC head, Regional Director, or Revenue District Officer concerned from each roll-out site. The honoraria for the ITS trainors shall be based on the RSO issued for each conduct of training together with a certification validated by the Head, Training Division. LLpr C. The honoraria scheme prescribed under National Compensation Circular No. 75 dated March 1, 1995 shall be adopted. The amount of honorarium by level of project involvement is listed in Attachment A.
