June 11, 1996 REVENUE MEMORANDUM ORDER NO. 16-96 SUBJECT : Ad Hoc Information System Units (ISU) TO : All Internal Revenue Officers and Others Concerned I. BACKGROUND AND PURPOSE: The Bureau of Internal Revenue shall undertake the initial implementation of the Tax Computerization Program (TCP). There will be eight (8) major systems under the Integrated Tax Systems (ITS) that will be rolled-out in July, 1996 in five pilot districts namely: RDO No. 30 Binondo, RDO No. 32 Quiapo, RDO No. 33 Ermita, RDO No. 52 Paraaque and RDO No. 81 Cebu North. A vital component of the systems implementation is the setting up of ad hoc units that shall undertake the data processing requirements of the pilot areas thus enabling the pilot Revenue District Offices to concentrate on tax enforcement and improve taxpayer service. These units are envisioned to be the nucleus of the Regional Data Centers that shall be established when the TCP is fully implemented and the legal mandate for these Center shall have been obtained by the Bureau. II. THE ISU SET UP: To achieve the above objectives, Information Systems Units (ISUs) shall be situated in the TCP pilot areas namely Manila and Cebu City. Other ISUs shall be placed in identified areas such as Calasiao, Quezon City, Legaspi, Iloilo and Davao on a staggered basis depending on the implementation of ITS in the Regional and District Offices to be serviced by these Units. The ad hoc Information Systems Units shall be under the supervision of the Deputy Commissioner, Information Systems Group. Each ISU shall be headed by a Unit Head and shall be composed of the following: a. Document Processing Team b. Computer Operations, Network and Engineering Team c. Administrative Team III. RESPONSIBILITIES: The Information System Unit shall be responsible for the following: 1. Undertake the data processing requirements of the Regional and District Offices required to be serviced by the Unit: 2. Take charge of tax document inquiry, retrieval, storage and disposal; 3. Update lodged information on-screen and handle inquiries from Regional and District Offices and interface with National Office (NO); 4. Provide printed reports and correspondences to offices concerned; 5. Provide technical support covering computer hardware and software; 6. Provide access to authorized users of operating systems and installed databases and monitor unauthorized access, if any; and 7. Perform such other related functions as may be assigned. A. Document Processing Team shall: 1. Receive, examine, block, sort and control tax documents and correspondences for subsequent processing: 2. Convert data from source documents to processable computer media; 3. Resolve processing errors detected during work cycles, whenever possible; refer to Revenue District Offices (RDOs) concerned unresolved errors; 4. Take charge of document preparation and imaging of tax returns in accordance with prescribe guidelines; and 5. Perform such other functions as may be assigned. B. Computer Operations, Network and Engineering Team shall: 1. Scan and upload diskettes received from accredited Agent Banks (AABs); 2. Operate the magnetic media library and perform the daily job scheduling of both batch and interactive processing for operational systems; 3. Generate and print reports and correspondences for use by offices concerned: 4. Oversee the installation, handling and maintenance of operating systems and software packages, computer hardware and network equipment and peripherals; 5. Undertake data traffic management; 6. Provide technical support covering software to the Regional and District Offices serviced by the Unit; and 7. Perform such other related functions as may be assigned. C. Administrative Team shall: 1. Take charge of the general services requirement of the Unit such as security and janitorial services, mailing and physical maintenance of facilities; 2. Undertake the requisition, safekeeping and control of all equipment/properties; 3. Undertake the procurement and allocation of supplies within the authority granted to the Unit and monitor its utilization; 4. Act as official repository of tax returns and current and non-current records of the Unit; 5. Take charge of the payment of all expenses/disbursements of the Unit; 6. Prepare and submit report of disbursements to Accounting Division for recording in the books of accounts of National Offices; 7. Attend to all personnel matters of the Unit; 8. Coordinate with Human Resource Development Service the conduct of local training of ISU personnel; and 9. Perform such other related functions as may be assigned. IV. REPEALING CLAUSE All issuances or portions thereof not consistent with the provisions of this Order are hereby repealed or revoked. V.
