June 7, 1995 REVENUE MEMORANDUM ORDER NO. 16-95 SUBJECT : Prescribing the Wearing of the New Sets of Uniform from the BIR Employees TO : Deputy Commissioner, Assistant Commissioners, Head Revenue Executive Assistants, Regional Directors, Assistant Regional Directors, Division Chiefs, Assistant Division Chiefs, District Officers, Assistant Revenue District Officers, All Employees and Others Concerned Pursuant to CSC MC. No. 14 series of 1991 the Civil Service Commission has prescribed the Dress Code for all government officials and employees. It has clearly emphasized that the office uniform prescribed by the Agencies offices shall be the official attire for all employees of the concerned Agencies Offices. New sets of uniform for 1995 have been provided for the BIR officials and employees. Therefore, effective November 6, 1995 (National and Regional Office in Metro Manila) and December 1, 1995 (Regional Offices outside of Metro Manila), all employees (except the Commissioner) are required to wear the new sets of uniform in accordance with the assigned schedule: Male Employees: Monday Off-white Polo Barong with navy blue pants Tuesday Gray Polo Barong with black pants Wednesday Wash Day Thursday Beige Polo Barong with dark brown pants Friday Blue-gray Barong with navy blue pants Female Employees: Monday Blue blouse and skirt blazer Tuesday Maroon blouses and skirt Wednesday Wash Day Thursday Blue blouse and skirt Friday Maroon blouse and skirt In order to maintain modesty and proper decorum in the Civil Service as well as strict adherence in the wearing of the uniform pertinent provisions of Revenue Memorandum Order No. 13-93 dated February 11, 1993 are hereunder reiterated for compliance: "1. On those days when employees are exempted from wearing the prescribed office uniforms they are must be crossed appropriately; preferably business clothes but no party attire, picnic clothes nor sandos should be worn at work. 2. The use of fighting seductive micromini and gauzy flimsy transparent dresses by female employees shall be prohibited. 3. The wearing of walking shorts, leggings, tights, jogging and maong pants, clothes pedal pushes, or other similar attire by female employees is likewise prohibited. However, pantallons or such other pants worn for formal occasions are allowed. 4. The use of too much costume jewelry. Hasty, bangles and similar of expensive shall also prohibited. Conversely, ostentatious display of expensive jewelry is strongly discouraged and prohibited except for special occasions and official celebrations. 5. Wearing of heavy or theatrical make-up is prohibited likewise it is considered taboo to use curlets, turbans and bandannas during office hours and within office premises. 6. The wearing of slippers, sandals, bakya, etc. in office premises is banned. 7. The above prohibitions apply to all employees whether permanent temporary or contractual. 8. Expectant mother shall not be required to wear the uniform after the third month of their pregnancy. However, they should wear appropriate maternity dresses and not dusters or dress or floor length during pregnancy. RESPONSIBILITY OF IMPLEMENTATION "All supervisors shall be held responsible for strict implementation of the above rules. Employees who are not no proper uniform shall be considered absent for the day." The employees who repeatedly failed to observe the proper use of uniform shall be reported to the Assistant Commissioner Intelligence and Investigation Service by the supervisors concerned for disciplinary action. Violation shall be dealt with administration in accordance with Chapter 7. Discipline Executive Order No. 292. Administrative Code of 1987. Book V, Title I Constitutional Commission Subtitle A.
