March 1, 1994 REVENUE MEMORANDUM ORDER NO. 16-94 SUBJECT : Selection Board TO : All Revenue Officials and Employees In conformity with the Bureau's Merit Promotion Plan, and in relation to Civil Service Commission Memorandum Circular No. 18, series of 1988, as amended by Memorandum Circular No. 38, series of 1989, the Selection Board in the National Office and in the Regional Offices are hereby reconstituted as follows: cd A. NATIONAL OFFICE 1. Chairman - Deputy Commissioner directly responsible for personnel management. Members - Deputy Commissioner with jurisdictional supervision over the group where the vacancy is located. - Assistant Commissioner (Human Resource Development Service) - Assistant Commissioner having jurisdictional supervision over the Division where the vacancy is located. - Two (2) elected representatives from the rank and file employees, one from the 1st level and one from the 2nd level. Secretary - Chief, Personnel Division B.REGIONAL OFFICES 1. Chairman - Assistant Regional Director Members - Chief, Administrative Branch - Chief of Branch/RDO where the vacancy is located. - Two (2) elected representatives from the rank and file of each branch. Secretary - Human Resource Management Officer C. MEETINGS OF THE SELECTION BOARD Meetings of the Board: In the National Office, meetings of the Board shall be decided upon by the Board itself, in the Regional Offices, meetings shall likewise be decided upon by the Regional Selection Board. cd D. GENERAL PROVISIONS The Board shall be guided strictly by the Civil Service Law and Rules on Appointments, Merit Promotion Plan, Systems of Ranking positions, Performance Evaluation System and the list of promotable personnel as required under Revenue Memorandum Order No. 26-83 and other personnel policies of the Bureau. cd i This Order takes effect immediately.
