February 13, 1989 REVENUE MEMORANDUM ORDER NO. 15-89 SUBJECT : Guidelines on the Proper Allocation, Installation and Utilization of Micro-Computers and Distribution of Computer Supplies TO : All Internal Revenue Officers and Others Concerned I. Objectives This Order is issued: A. To monitor and control the proper allocation and installation of microcomputers in the various offices of the Bureau; B. To effect transfer of micro-computers from one office to another based on needs and utilization; and cd i C. To prescribe a system of distribution of computer supplies. II. Policies To achieve these objectives the following policies are prescribed: 1. The Management Information and Data Control Systems Division (MIDCSD) which is under the Planning & Research Service and in charge with the function of developing and implementing computer applications shall oversee all activities relative to micro-computer allocation, installation and utilization. 2. The Property Division shall be responsible for the proper allocation and distribution of computer supplies to pertinent offices. III. Specific Instructions A. The Management Information and Data Control Systems Division (MIDCSD) shall: 1. Develop standards and procedures relative to micro-computer allocation, installation, distribution and utilization; 2. Undertake quarterly inventory of micro-computers units' whereabouts; 3. Determine the micro-computers needs of the different offices. 4. Establish and effect the transfer of micro-computers from one office to another depending on needs and utilization; and 5. Undertake such tasks assigned pertinent to the above stated activities. aisa dc B. The Property Division shall: 1. Purchase computer supplies as needed based on the requirements or usage of various offices where there are micro-computers. 2. Distribute quarterly micro-computer supplies to offices concerned as provided in the attached allocation/distribution lists, (Annex A) which shall be updated regularly by the MIDCSD. IV.
