June 13, 1986 REVENUE MEMORANDUM ORDER NO. 15-86 SUBJECT : Promotions TO : All Revenue Officials and Employees To improve efficiency in the revenue service, it is important that promotions of deserving personnel be now resumed, hence, all action on promotions in the National Office as well as in the Regional Offices is hereby directed to recommence. For this purpose, and in conformity with the Bureau's Merit Promotion Plan, the Promotion Boards in the National Office for First and Second Level positions are hereby reconstituted as follows: I. Promotion Board (First Level) Chairman - Assistant Commissioner having jurisdictional supervision over the Personnel and Administrative Service. Members - Service Chief having jurisdictional supervision over the office where the vacancy is located. - two (2) elected representatives of rank and file employees. II. Promotion Board (Second Level) Chairman - Deputy Commissioner Members - two (2) Assistant Commissioners - Service Head having jurisdictional supervision over the office where the vacancy is located. When a vacancy to be filled is authorized for the Tax Fraud Division or the Attache Unit, the Chiefs of these Offices shall be the members of either Promotion Board, as the case may be, as well as the elected rank and file representatives. In the Regional Offices, the Regional Promotion Boards as previously constituted shall continue to exercise selection of candidates for promotion to positions listed under Revenue Memorandum Order Nos. 23-80 and 34-83. In the selection process, the Promotion Boards shall be guided strictly by present personnel policies including the Civil Service Rule on Promotion, the Bureau's Merit Promotion Plan, Revenue Memorandum Order No. 26-83 on the submission of lists of promotable personnel and related issuances. Furthermore, strict compliance is required with the provisions of Section 4 (c) of the Rules and Regulations on the Implementation of Executive Order No. 1042 on promotions.
