May 14, 1981 REVENUE MEMORANDUM ORDER NO. 15-81 SUBJECT : Purging the Inventory Receivable Accounts of Unenforceable Accounts and Enforcing the Collection of Collectible Accounts TO : The Revenue Service Chief (Collection), Revenue Regional Directors, Chiefs, Collection Branches, Revenue District Officers, District Collection Supervisors, Revenue Seizure Agents and Others Concerned The period from May 25, 1981 to June 30, 1982 is hereby declared as OPERATION LENIS. The primary objective of this Project is to come up with an updated list of receivable accounts as of December 31, 1980, covering national, regional and district accounts. 1. Task Forces have been organized at national, regional and district levels under Revenue Special Order No. 42-81, issued on even date, which are charged to update the inventory of receivables based on available records on file in BIR offices at all levels. Fieldmen shall perform field activities for the collection of enforceable or collectible accounts. 2. The performances of all fieldmen assigned in this Project shall be ranked upon completion of OPERATION LENIS at all levels, evaluated by the National Task Force and reported to the Commissioner of Internal Revenue for policy guidance on personnel actions. 3. Revenue Regional Directors shall provide the necessary supportive and field personnel, office space and equipment now available in revenue regions/districts needed by the Task Forces. 4. Guidelines for updating the Inventory of receivables shall be similar to those contained as Supplement to Revenue Memorandum Order No. 56-74, copy attached. cdt 5. Monthly progress reports on this Project shall be submitted by the Task Forces at each level through BIR Form Nos. 1245 to 1253 under Revenue Memorandum Order NO. 21-77, copies attached. cdt This Order shall take effect immediately.
