August 20, 1979 REVENUE MEMORANDUM ORDER NO. 15-79 SUBJECT : Prescribing the Wearing of the New Uniform Blouses for 1979 by All Lady Officials and Employees of the BIR TO : All Lady Officials, Employees and Others Concerned Pursuant to Memorandum Circular No. 658 dated August 23, 1973, of the Office of the President, new blouses are hereby issued to all lady officials and employees of this Bureau, which are described as follows: A. Description (See attached sketch) Material Jackard B. Number of Blouses and Colors (a) one light pink (b) one light blue (c) one bone white cdt C. Style (See attached sketches) D. Manner of Wearing: 1. The basic vest and skirt of Alfa gabardine of bluish grey color shall be worn with the above inner blouses in addition to the old printed yellow and printed pink inner blouses from Monday to Friday as follows: Monday Pink blouse (new) Tuesday Yellow blouse (old) Wednesday Bone white blouse (new) Thursday Pink blouse (old) Friday Blue blouse (new) 2. The inner blouse shall always be tucked-in and under no instance should the same be worn over the skirt. E. Manner of Distribution: 1. For Ready-Made Uniforms : All lady officials and employees of the Central Office shall be measured individually by the authorized BIR blouse makers and the finished blouses shall be sent to them through a ranking lady official or employee in the Unit who shall be designated to take charge of the distribution of said blouses and as follows: (a) Central Office including DPC lady employees; (b) Revenue Region No. 4-A, Manila (excluding Revenue District Office No. 26, Romblon and Revenue District No. 27, Puerto Princesa); (c) Revenue Region No. 4-B, Quezon City; (d) Revenue Region Nos. 3-A, San Fernando, Pampanga; 3-B, Valenzuela, Bulacan; 4-C, San Pablo City 2. For Uniform Materials Only : For the other Revenue Regional Offices and Revenue Districts the blouse materials shall be sent to the Regional Director who shall designate an official to take charge of said. distribution and see to it that the finished blouse is in conformity with the specifications setforth. To insure uniformity, only one or two reliable dressmakers should be engaged for the purpose. However, regional employees who desire to have their uniforms sewn by the authorized BIR uniform makers may do so. F. Exceptions: Pregnant employees shall not be required to wear the uniform after the third month of their pregnancy. G. Prohibition: All female officials and employees are prohibited from introducing innovations or deviation on the uniform with respect to style, design, color and/or material. Any additional set ordered or sewn by other dressmakers shall likewise be in conformity with the prescribed uniform. H. Responsibility: 1. All supervisors from Service Chiefs, Head Executive Assistant, Revenue Regional Directors, Division Chiefs, Branch Chiefs and Revenue District Officers shall be held responsible for the proper observance of the provisions of this Revenue Memorandum Order and shall likewise be held answerable for failure to compel the subordinates in their respective offices to observe the provisions of this Order. 2. The Chief, Internal Security Division, shall be responsible for the enforcement of the provisions of this Order in the Central Office and the Assistant Regional Director in the regional level. He shall require his men to conduct periodic spot-checking and surveillance to determine those violating the provisions of this Order. 3. All violations of this regulation shall be subject to the Civil Service Rules and Regulations on administrative cases. Strict compliance is enjoined.
